fa) six independent persons appointed by the Members of the General Board with voting rights on the proposal of the Joint Committee; the nominees must not be Members of the ESAs and shall be chosen on the basis of their general competence as well as for their diverse backgrounds in academic fields or other sectors, in particular in small and medium size enterprises, trade-unions or as providers or consumers of financial services; at the time of their nomination, the Joint Committee shall indicate which persons are designated also to serve on the Steering Committee; in carrying out their responsibilities, the persons nominated shall neither seek nor take instructions from any Government, institution, body, office, entity or private person; they shall refrain from any action incompatible with their duties or the performance of their tasks .

Your Rapporteur has taken into consideration the discussions held during the Workshop organised by the Committee on the Internal Market and Consumer Protection on 11 December 2008 as well as the input received by several stakeholders, institutions and academia, such as CEN (European Committee for Standarisation), CEMA (European Committee of Associations of Manufacturers of Agricultural Machinery), Pesticide Action Network-Europe, Orgalime (The European Engineering Industries Association), Julius Kühn-Institute-Federal Research Centre for Cultivated Plants (JKI-Germany) and the Department of Agricultural Engineering and Informatics of the University of Agriculture in Krakow.

20. is bovendien van mening dat de Europese dialoog de constitutionele crisis alleen zal overwinnen wanneer daarbij niet slechts de verschillende EU-instellingen, maar ook de nationale en regionale parlementen, lokale overheden, de politieke partijen, de sociale partners, de burgermaatschappij, de academische wereld en de media worden betrokken; hecht in dit verband bijzondere waarde aan praktische bijdragen van het Europees Economisch en Sociaal Comité en het Comité van de regio's;

Believes, moreover, that the European dialogue will only overcome the constitutional crisis if it engages not only each EU institution but also national and regional parliaments, local government, political parties, social partners, civil society, the academic community and the media; puts particular value in this regard upon practical contributions from the European Economic and Social Committee and the Committee of the Regions;
