E. whereas the EU and the LAS share a common interest in long-lasting solutions to ensure regional peace and stability; whereas this memorandum of understanding is intended to support and strengthen relationships between the Member States of the EU and the Members of the LAS to enhance their working structures, exchange experience and dialogue in order to achieve common goals and objectives in areas of mutual interest;

15. verzoekt de EU in samenwerking met de Arabische Liga een specifiek mechanisme te ontwikkelen om de wapenhandel aan banden te leggen, waarbij met name de landen op de korrel moeten worden genomen waar terrorisme ontstaat of waar terroristen worden opgeleid; verzoekt de EU om wapenexporten nauwkeurig in het oog te houden, met name als het gaat om technologie voor tweeledig gebruik die uiteindelijk door terroristen voor hun doeleinden zou kunnen worden gebruikt; acht het van cruciaal belang om het financieren van terrorisme tegen te gaan in samenwerking met belangrijke partijen, waaronder de Arabische Liga en haar leden;
15. Calls for the EU to develop, in cooperation with the League of Arab States, a dedicated mechanism aiming to curb the phenomenon of arms trafficking, in particular targeting the countries where terrorism originates from or where the terrorists are trained; calls for the EU to closely monitor the implementation of arms exports, particularly of dual-use technology that might end up being instrumentalised by terrorists; believes that is essential to counter the financing of terrorism in coordination with relevant actors including the LAS and its members;

5. Recognises the LAS as an important regional organisation in the greater Middle East and invites the EEAS and the Member States to raise their level of cooperation both bilaterally and multilaterally with Arab countries and Mediterranean countries, starting with the LAS;

15. Supports the efforts of the League of Arab States to end the violence and to promote a political solution in Syria with the Action Plan monitored by an observation mission; notes the Arab League’s decision to end its observation mission in Syria in response to the increasing violence by state authorities and security services; welcomes the Arab League’s decision to increase cooperation with the UN; welcomes the decision of the League of Arab States to impose sanctions against the Syrian regime, to support the Syrian opposition, and its call for a UN and Arab League peacekeeping mission to be deployed in Syria; calls on the Syrian regime to refrain from any direct or indirect attempt to destabilise neighbouring countries;

22. spreekt nogmaals zijn steun uit aan het Arabisch vredesinitiatief dat op gang is gebracht door een van de lidstaten van de GCC en is goedgekeurd door alle staten van de Arabische Liga en de Organisatie van de islamitische conferentie; verzoekt de GCC-landen hun inspanningen voort te zetten in de bemiddeling in en steun aan het Israëlisch-Palestijnse vredesproces; dringt aan op gezamenlijke hernieuwde inspanningen van de Unie en de GCC om via onderhandelingen een einde te maken aan de bezetting van de Palestijnse gebieden en tegelijk hun volledige steun te blijven geven aan een tweestatenoplossing voor het Israëlisch/Palestijnse conflict; wijst op het gezamenlijke belang van de Unie en de GCC om samen te werken aan een regionale, rechtvaardige en duurzame vrede in het Nabije Oosten; stelt in dit verband een regelmatiger overleg voor tussen het Kwartet en het comité van de Arabische Liga; wijst erop dat de EU de belangrijkste donor van hulp aan het Palestijnse volk is; erkent de steun van de GCC-landen voor de Palestijnse vluchtelingen en hun steun aan de Organisatie van de Verenigde Naties voor hulpverlening aan Palestijnse vluchtelingen (UNRWA); verzoekt de lidstaten van de GCC meer bij te dragen aan de versterking van de Palestijnse instellingen en aan de economische ontwikkeling in het kader van het regeringsprogramma van de Palestijnse Autoriteit, en eventueel de mogelijkheid te overwegen hun financiële bijdragen via de bestaande internationale hulpmechanismes te verstrekken;
22. Reiterates its support for the Arab peace initiative put forward by one of the GCC member states and approved by all the states of the Arab League and the Organisation of the Islamic Conference; calls on the GCC member states to continue their mediation efforts and support for the Israeli-Palestinian peace process; calls on the EU and the GCC to step up joint efforts to bring about a negotiated end to the occupation of the Palestinian Territories, while continuing to provide full support for a two-state solution to the Israel/Palestine conflict; stresses the joint interest of the EU and the GCC in working together to establish a just and lasting regional peace in the Middle East; suggests in this regard more regular cooperation between the Quartet and the Arab League monitoring committee; recalls that the EU is the largest donor of aid to the Palestinian people; recognises the GCC member states' support for Palestinian refugees and their contribution to the United Nations Relief and Works Agency (UNRWA); calls on the GCC member states to contribute more to strengthening Palestinian institutions and to economic development, within the context of the Palestinian Authority's government programme, and to consider paying their financial contributions through existing international aid mechanisms, where appropriate;

Ministers and high-level representatives of Albania, Bahrain, Czech Republic, Egypt, France, the former Yugoslav Republic of Macedonia, Germany, Italy, Iraq, Jordan, Montenegro, Oman, the Palestinian National Authority, Spain, Syria, Tunisia and United Arab Emirates as well as the League of Arab States, the Gulf Cooperation Council and the Union du Maghreb Arabe will address the conference.
