4. Where the assistance concerned entails the financing of revenue-generating investments, the contribution from the Funds to these investments shall be determined in the light of their intrinsic characteristics, including the size of the gross self-financing margin which would normally be expected for the class of investments concerned in the light of the macro-economic circumstances in which the investments are to be implemented, and without there being any increase in the national budget effort as a result of the contribution by the Funds.

3 . Als het betrokken project als kenmerk heeft dat de gefinancierde investeringen inkomsten zullen opleveren, stelt de Commissie in het kader van het partnerschap aan de hand van artikel 13, lid 3, van Verordening ( EEG ) nr . 2052/88 en overeenkomstig de criteria van lid 1 van hetzelfde artikel vast wat het participatiepercentage van de Fondsen in deze investeringen zal zijn; zij houdt daarbij rekening met een specifiek kenmerk van deze investeringen, namelijk de hoogte van de bruto autofinancieringsmarge op de normaliter te verwachten inkomsten, en dit afhankelijk van de macro-economische omstandigheden waarin met deze investeringen moet worden gewerkt en zonder dat de deelneming van de Fondsen leidt tot een verhoging van de nationale begrotingsuitgaven .
3. Where the measure concerned entails the financing of revenue-generating investments, the Commission shall determine, within the framework of the partnership, the rate of contribution from the Funds for these investments, in compliance with the provisions of Article 13 (3) of Regulation (EEC) No 2052/88 and on the basis of the criteria referred to in paragraph 1 of that Article, taking account, amongst their intrinsic characteristics of the size of the gross self-financing margin which would normally be expected for the class of investments concerned in the light of the macro-economic circumstances in which the investments are to be implemented, and without there being any increase in the national budget effort as a result of contribution by the Fund.
