TRADUCTIONS EN CONTEXTE

Doel van het besluit is bijlage XXI (Statistiek) bij de EER-overeenkomst te wijzigen door Verordening (EU) nr. 555/2012 van de Commissie tot wijziging van Verordening (EG) nr. 184/2005 betreffende de communautaire statistiek inzake de betalingsbalans, de internationale handel in diensten en buitenlandse directe investeringen, wat de bijwerking van de gegevens­vereisten en de definities betreft, erin op te nemen.
This decision aims to amend annex XXI (statistics) to the EEA agreement by incorporating Commission regulation (EU) No 555/2012 amending regulation (EC) No 184/2005 on EU statistics concerning balance of payments, international trade in services and foreign direct investment, as regards the update of data requirements and definitions.

The production of Community statistics is governed by the rules set out in Regulation (EC) No 223/2009 of the European Parliament and of the Council of 11 March 2009 on European statistics and repealing Regulation (EC, Euratom) No 1101/2008 of the European Parliament and of the Council on the transmission of data subject to statistical confidentiality to the Statistical Office of the European Communities, Council Regulation (EC) No 322/97 on Community statistics, and Council Decision 89/382/EEC, Euratom establishing a Committee on the Statistical Programmes of the European Communities (5).

The new regulation repeals regulation (EC, Euratom) No 1101/2008 on the transmission of data subject to statistical confidentiality to the Statistical Office of the European Communities, regulation (EC) No 322/97 on Community Statistics, and decision 89/382/EEC, Euratom establishing a Committee on the Statistical Programmes of the European Communities.

Definitions: | For the purpose of this document: European Statistics shall mean Community Statistics as defined in Council regulation (EC) No 322/97 of 17 February 1997 on Community Statistics, produced and disseminated by national statistical authorities and the Community’s statistical authority (Eurostat) in conformity with Article 285(2) of the Treaty. The Statistical Authority shall mean, at national level, the National Statistical Institute (NSI) and other statistical bodies in charge of producing and disseminating European Statistics and, at Community level, Eurostat.

In Verordening (EG) nr. 322/97 van 17 februari 1997 betreffende de communautaire statistiek wordt bepaald dat er een communautair statistisch programma moet worden vastgesteld waarin de richtsnoeren, voornaamste sectoren en doelstellingen worden omschreven die het raamwerk vormen voor de productie van alle communautaire statistieken.
Regulation (EC) 322/97 of 17 February 1997 on community statistics requires the adoption of a Community statistical programme which defines the approaches, the main fields and the objectives constituting the framework for the production of all Community statistics.

(21) Overwegende dat het mogelijk gebruik van statistische gegevens voor de uitvoering van de overeenkomstig artikel 105 van het Verdrag door het ESCB te verrichten taken weliswaar de totale rapportagelast vermindert, maar inhoudt dat de geheimhoudingsregeling van deze verordening in bepaalde opzichten moet afwijken van de algemene communautaire en internationale beginselen inzake het statistisch geheim en met name van de bepalingen inzake het statistisch geheim van Verordening (EG) nr. 322/97 van de Raad van 27 februari 1997 betreffende de communautaire statistiek (7); dat de ECB, onverminderd dit punt, acht zal slaan op de beginselen die ten grondslag liggen aan de communautaire statistiek, vermeld in artikel 10 van Verordening (EG) nr. 322/97;
(21) Whereas the possible use of statistical information for the execution of the tasks to be carried out through the ESCB in accordance with Article 105 of the Treaty, while reducing the overall reporting burden, implies that the confidentiality regime defined in this Regulation must differ to some extent from the general Community and international principles on statistical confidentiality, and in particular from the provisions on statistical confidentiality in Council Regulation (EC) No 322/97 of 17 February 1997 on Community Statistics (7); whereas, subject to this point, the ECB will take into account the principles underlying Community statistics set out in Article 10 of Regulation (EC) No 322/97;
