verwelkomt de presentatie van de Commissie in haar mededeling van 5 december 2007 van een actieplan voor de periode 2007-2009, getiteld „Effectieve consulaire bescherming in derde landen: bijdrage van de Europese Unie” (COM(2007)0767); verzoekt de lidstaten en de Commissie de aanbevelingen van het Groenboek van de Commissie van 28 november 2006 over diplomatieke en consulaire bescherming van Unieburgers in derde landen (COM(2006)0712), en die van de resolutie van het Parlement van 11 december 2007 over hetzelfde onderwerp verder uit te voeren.

overwegende dat artikel 20 van het EG-Verdrag, hoewel de toepassing ervan jammer genoeg beperkt is tot situaties waarin een burger van een lidstaat zich op het grondgebied bevindt van een derde land waar die lidstaat niet is vertegenwoordigd, alle Unieburgers het recht geeft op diplomatieke of consulaire bescherming van om het even welke lidstaat die naar behoren vertegenwoordigd is in dat derde land; overwegende dat dit recht niet naar behoren kan worden uitgeoefend als er geen duidelijke en bindende praktische regels en protocollen zijn waaraan de consulaire instanties zich moeten houden,
whereas Article 20 of the EC Treaty, although unfortunately restricted to the situation where a citizen of a Member State is in the territory of a third country where that Member State is not represented, entitles every Union citizen to the diplomatic or consular protection of any Member State which is duly represented in that third country; whereas, that right cannot be properly exercised in the absence of clear and binding practical rules and protocols to be followed by the consular authorities,

Following the adoption of the Commission's Green Paper on diplomatic and consular protection of Union citizens in third countries[24] on 28.11.2006, the Commission has presented an Action Plan for the years 2007-2009[25] proposing a series of measures to enhance this protection and a Recommendation to Member States to include the text of Article 20 in passports[26].
