Consulaire bescherming voor niet-vertegenwoordigde burgers dient bijstand te omvatten in een aantal typische situaties waarin lidstaten consulaire bescherming aan hun eigen onderdanen verlenen, naargelang de omstandigheden van het concrete geval, zoals bij arrestatie of detentie, ernstige ongevallen of ernstige ziekten en overlijden, alsmede hulp en repatriëring in noodsituaties, of de afgifte van nooddocumenten.
Consular protection for unrepresented citizens should include assistance in a number of typical situations in which Member States provide consular protection to their own nationals depending on the individual circumstances of each case, such as in cases of arrest or detention, serious accident or serious illness and death, as well as with regard to providing relief and repatriation in cases of distress, or the issuance of emergency documents.

2. Wanneer een lidstaat een verzoek om consulaire bescherming ontvangt van een persoon die stelt een niet-vertegenwoordigde burger te zijn, of in kennis wordt gesteld van een persoonlijke noodsituatie van een niet-vertegenwoordigde burger in de zin van artikel 9, raadpleegt hij onverwijld het ministerie van Buitenlandse Zaken van de lidstaat waarvan de persoon stelt een onderdaan te zijn, of, in voorkomend geval, de bevoegde ambassade of het bevoegde consulaat van die lidstaat, en verstrekt hij alle relevante informatie waarover hij beschikt, onder meer over de identiteit van de betrokkene, over de eventuele kosten van consulaire bescherming, en over familieleden aan wie mogelijkerwijs ook consulaire bescherming moet worden verleend.
2. When a Member State receives a request for consular protection from a person who claims to be an unrepresented citizen, or is informed of an individual emergency situation of an unrepresented citizen, such as listed in Article 9, it shall consult without delay the Ministry of Foreign Affairs of the Member State of which the person claims to be a national or, where appropriate, the competent embassy or consulate of that Member State, and provide it with all the relevant information at its disposal, including regarding the identity of the person concerned, possible costs of consular protection, and regarding any family members to whom consular protection may also need to be provided.

For example, a citizen who seeks consular protection or assistance from the embassy or consulate of another Member State should not be redirected to the embassy, consulate or honorary consul of his or her own Member State of nationality when it is not possible, due to local circumstances or lack of resources, for the citizen safely to reach or be reached by those latter instances in a way allowing him or her to receive consular protection.

Uit de evaluatie van het actieplan 2007-2009 inzake consulaire bescherming blijkt dat er ruimte is voor verdere coördinatie en samenwerking op het gebied van de consulaire bescherming ten behoeve van burgers die in het buitenland in de problemen komen en zich niet kunnen wenden tot hun eigen diplomatieke of consulaire instanties.
The evaluation of the 2007-2009 Action Plan on consular protection showed that there is scope for further coordination and cooperation on consular protection, namely to the benefit of those citizens who face difficulties abroad and cannot turn to their own diplomatic and consular authorities.

Voorts verzoekt het Parlement de Commissie om de instelling van één Europees noodnummer, dat samen met artikel 20 van het EG-Verdrag in het paspoort van de burgers van de Unie wordt afgedrukt en waarmee elke burger van de Unie in verbinding kan worden gebracht met een inlichtingenbureau waar hij alle nodige informatie kan ontvangen ingeval hij in een kritieke situatie komt te verkeren waarin hij consulaire bescherming moet inroepen, en dan met name de bijgewerkte lijst met gegevens van de ambassades en consulaten van de lidstaten waartoe hij zich mag richten; voor dit alarmnummer zou in Brussel een centrale kunnen worden ingericht. Het Parlement verzoekt de Commissie tevens om haar na ratificatie van het Verdrag van Lissabon een voorstel tot wijziging van Besluit 95/553/EG voor te leggen, teneinde daarin uitdrukkelijk op te nemen: de diplomatieke bescherming; de identificatie en repatriëring van stoffelijke resten; een vereenvoudiging van de procedures voor financiële voorschotten.

Op 14 februari 2011 vond een eerste brainstorming plaats over een EU-opleiding voor consulaire ambtenaren en deskundigen op het gebied van civiele bescherming over het thema consulaire bescherming en civiele bescherming in crisissituaties.
