TRADUCTIONS EN CONTEXTE

Om te komen tot een beter evenwicht tussen de behoefte aan betere afstemming, grotere samenhang en transparantie enerzijds en een betere bevordering van duurzame ontwikkeling en goed bestuur door middel van een unilateraal handelspreferentiestelsel anderzijds, moet aan de Commissie de bevoegdheid worden overgedragen om overeenkomstig artikel 290 VWEU handelingen vast te stellen ten aanzien van wijzigingen van bijlagen bij deze verordening en voor tijdelijke intrekkingen van tariefpreferenties wegens het niet-nakomen van de beginselen van duurzame ontwikkeling en goed bestuur, alsmede voor procedureregels voor de indiening van verzoeken voor de tariefpreferenties die in het kader van de bijzondere stimuleringsregeling voor duurzame ontwikkeling en goed bestuur worden toegekend, voor een tijdelijke intrekking en voor vrijwaringsonderzoeken teneinde eenvormige en gedetailleerde technische regelingen voor te stellen.
In order to achieve a balance between the need for better targeting, greater coherence and transparency on the one hand, and better promoting sustainable development and good governance through a unilateral trade preference scheme on the other hand, the power to adopt acts in accordance with Article 290 TFEU should be delegated to the Commission in respect of amendments to the Annexes to this Regulation and temporary withdrawals of tariff preferences due to failure to adhere to the principles of sustainable development and good governance, as well as procedural rules regarding the submission of applications for the tariff preferences granted under the special incentive arrangement for sustainable development and good governance, the conduct of a temporary withdrawal and safeguard investigations in order to establish uniform and detailed technical arrangements.

Consequently, the additional tariff preferences provided under the special incentive arrangement for sustainable development and good governance should be granted to those developing countries which, due to a lack of diversification and insufficient integration within the international trading system, are vulnerable, in order to help them assume the special burdens and responsibilities resulting from the ratification of core international conventions on human and labour rights, environmental protection and good governance as well as from the effective implementation thereof.

1. 1. Any investigation or temporary withdrawal procedure initiated and not terminated under Regulation (EC) No 732/2008 shall be reinitiated automatically under this Regulation, except in respect of a beneficiary country of the special incentive arrangement for sustainable development and good governance under that Regulation if the investigation concerns only the benefits granted under the special incentive arrangement for sustainable development and good governance.
