288. is bezorgd over de hoge financiële indicatoren voor het openen van een onderzoek, die zijn opgenomen in de onderzoeksbeleidsprioriteiten van OLAF voor de jaar 2012 en 2013, namelijk voor de douanesector 1 miljoen EUR, in de landbouwsectoren 100 000 EUR voor SAPARD en meer dan 250 000 EUR voor landbouw; in de structuurfondsen 500 000 EUR voor het Europees Sociaal Fonds en het Cohesiefonds en 1 miljoen EUR in EFRO, in externe hulp en sectoren van gecentraliseerde uitgave 50 000 EUR en met betrekking tot personeel van de Unie: 10 000 EUR; uit kritiek op het feit dat het de verantwoordelijkheid van de directeuren-generaal is om zich om mogelijke fraudegevallen lager dan deze financiële indicatoren te bekommeren zonder gekwalificeerd personeel ter beschikking te hebben; acht het geld van de belastingbetalers en de financiële belangen van de Unie in gevaar;

Is worried about the high financial indicators for opening an investigation included in the Investigative Policy Priorities of OLAF for the years 2012 and 2013 that are in the customs sector: EUR 1 million, in the agriculture sectors: EUR 100 000 for SAPARD and above EUR 250 000 for agriculture; in the structural funds: EUR 500 000 in the European Social Fund as well as in the Cohesion Fund and EUR 1 million in ERDF, in the external aid and centralised expenditure sectors: EUR 50 000 and also in the Union staff sector: EUR 10 000; criticises that it is in the responsibility of the managing DGs to care about possible fraud cases below these financial indicators without having qualified staff at their disposal; sees taxpayers money and the financial interest of the Union endangered;

Deems it of utmost importance that fraudulent behaviour is followed up properly on a European level; is astounded by the fact that the Director-General of OLAF has introduced sector-specific thresholds regarding the likely financial impact in the Investigation Policy Priorities for 2012 and 2013 so that cases in which the likely financial impact lies below the threshold are treated as subordinate and are unlikely to be opened at all; notes that the threshold in the customs sector is EUR 1 000 000, for SAPARD funds it is EUR 100 000, for agricultural funds it is EUR 250 000, for the structural funds it is EUR 500 000, for the ERDF it is EUR 1 000 000, for centralised expenditure and external aid it is EUR 50 000, and in the EU staff sector it is EUR 10 000; is of the opinion that this is unacceptable; urges the Director-General to change the current practice and abandon the threshold approach for prioritising the workload immediately;

9. neemt kennis van het voorstel van de Commissie om 82 miljard EUR van de nog toe te wijzen middelen in het kader van alle structuurfondsen van de EU (EFRO en ESF) een nieuwe bestemming te geven, namelijk hulp aan kmo's en bestrijding van de jeugdwerkloosheid; wil over dit initiatief, de uitvoering ervan en de eventuele gevolgen ervan voor de begroting 2013 naar behoren op de hoogte worden gehouden;
9. Takes note of the Commission's proposal to redirect EUR 82 billion of the money still to be programmed under all EU structural funds (the European Regional Development Fund and the European Social Fund) into helping SMEs and combating youth unemployment; asks to be kept duly informed about this initiative, its implementation and its eventual impact for the 2013 budget;

The Regulation proposes a concentration of resources and activity on three objectives; the "convergence" of less developed Member States and regions (those whose per capita GDP is less than 75% of the community average) with other EU regions; enhancing regional competitiveness through anticipating and promoting economic change and helping people adapt to this; and European territorial cooperation which entails supporting cooperation at cross-border, transnational and interregional level. The first objective will be supported by the ERDF, the ESF and the Cohesion Fund, the second objective by the ERDF and the ESF and the third objective by the ERDF.

44. De regio's zullen dankzij passende ondersteuning en met hulp van de Commissie de uit hun projecten getrokken lering en de beproefde goede praktijken kunnen uitwisselen met betrokkenen in andere Europese regio's, en vooral degenen die de leiding hebben van de programma's voor de doelstellingen 1 en 2 waaraan het EFRO deelneemt.
44. Using appropriate assistance and with the aid of the Commission, regions should seek to exchange the lessons they have learned from their projects and the good practice used with other European regions, especially those responsible for programmes under Objectives 1 and 2 part-financed by the ERDF.

In de onderhavige verordening is bepaald dat het EFRO bijstand verleent in het kader van de nieuwe doelstellingen en , van de communautaire initiatieven op het gebied van grensoverschrijdende, transnationale en interregionale samenwerking (INTERREG III) en het sociaal-economisch herstel van steden en stadsgedeelten (URBAN II), en dat het innovatieve acties en maatregelen inzake technische hulp ondersteunt die in het kader van de algemene verordening worden uitgevoerd.
It requires the ERDF to provide assistance under the new Objectives 1 and , the Community Initiatives for cross-border, transnational and interregional cooperation (Interreg III) and economic and social regeneration of cities and urban neighbourhoods in crisis (Urban II), and innovative measures and technical assistance measures under the general Regulation.

De voor deze pacten verleende financiering van technische hulp in het kader van artikel 10 van de EFRO-Verordening eindigt uiterlijk in december 2001.
