3. 3. Developed country Parties, and other Parties in accordance with their capabilities and in accordance with their national plans, priorities and programmes, may also provide and developing country Parties and Parties with economies in transition avail themselves of financial resources to assist in their implementation of this Convention through other bilateral, regional and multilateral sources or channels.

This should take place in a flexible manner and be tailored to the given situation in the country; 9. having discussed these issues and bearing in mind the complementarity referred to in Article 130u of the Treaty, the Council: - has decided to continue and consolidate the experiment in the six pilot countries, by: = developing dialogue with local authorities, = concertation on individual countries' strategy documents and improved information, particularly through exchange of such documents, = increasing sectoral concertation, in particular in the priority sectors set out in the framework of the "Horizon 2000" declaration, = where appropriate, Community concertation prior to meetings with the other multilateral fund providers, particularly before meetings of the World Bank Consultative Group; and - to improve information exchange in other developing countries, in the light of experience acquired and the procedures already established in the pilot scheme countries; 10. calls on each of its members and the Commission to take the necessary measures to overcome the difficulties encountered and identified in the Commission's report; 11. takes note of the current informal talks between the Directors- General for Development of the Member States and of the Commission, on the subject of coordination; 12. has decided to reinforce coordination in cooperation policies upstream, and in particular to improve information exchange and concertation during the stages of programming of Community aid and aid from the Member States; 13. will explore the possibilities for progress in coordination on the environment; 14. requests the Commission to draw up proposals to ensure active involvement of the beneficiary countries in the coordination process; 15. agrees to analyze the situation again at its meeting in the first half of 1997, and requests the Commission to carry out a further survey with that in mind".

Natuurlijk dient onze bilaterale en multilaterale hulp, inclusief schuldvermindering voor de zeer arme landen die met hoge schulden worstelen, afhankelijk te zijn van de uitvoering van doeltreffende strategieën voor sociale ontwikkeling, alsmede van de verschillende essentiële verdragen (zie boven).
Of course, our bilateral as well as multilateral aid, including debt remission for the very poor and heavily indebted countries should be made conditional on the implementation of effective social development strategies as well as of the different key conventions (see above).

6. to take steps to assist the three Republics to pass through the difficult period of transition and eventually to help set the conditions for their sustained development, once the conflicts in the region have been resolved. This shall be done through inter alia: - supporting efforts to consolidate economic reform, based upon agreements with the IMF and other international financing institutions; - cooperating as closely as possible with those institutions, other donors and other Independent States which are creditors of the three Republics; - providing humanitarian assistance, including the supply of essential foodstuffs and fuel, where this is deemed necessary, in addition to Community operations in these areas, 7. to support equable solutions regarding access to, and transit for export of, energy products; 8. to include in the European Union's political dialogue with the three Republics security-related areas of mutual interest, including combating illegal activities; 9. to promote: cooperation within multilateral fora, including the UN, the OSCE and the Energy Charter Conference; the development of Partnership for Peace programmes ; and, as appropriate, cooperation between the Republics and the Council of Europe.
