2. acht het wenselijk om wildgroei van regionale luchthavens te voorkomen, en merkt op dat de ontwikkeling van regionale luchthavens doelgericht dient te verlopen, om te voorkomen dat er ongebruikte of inefficiënte luchthaveninfrastructuur wordt aangelegd die zou uitgroeien tot een economische belasting voor de bevoegde overheden; stelt zich daarentegen op het standpunt dat bestaande verbindingen moeten worden versterkt, met name in gebieden (zoals eilanden) die te kampen hebben met geografische hindernissen; verwelkomt derhalve elk initiatief dat zich middels betere verbindingen richt op de ontwikkeling van de rol van het openbaar vervoer, waaronder ook vervoer over de weg; beklemtoont dat de toekenning van overheidssubsidie voor regionale luchthavens verenigbaar moet zijn met het bepaalde in de artikelen 106 en 107 van het Verdrag betreffende de werking van de Europese Unie inzake staatssteun; is van mening dat dient te worden voorzien in een stelsel van sancties die worden opgelegd aan luchtvaartmaatschappijen welke vóór de vastgestelde datum wegtrekken uit regionale luchthavens die overheidsgeld ontvangen;
2. Believes that it is desirable to avoid a proliferation of regional airports, and notes that the development of regional airports should be targeted in order to avoid the creation of unused or not efficiently used airport infrastructures which would result in an economic burden for the responsible authorities; maintains, on the contrary, that existing links should be strengthened, especially in areas (islands, for example) suffering from geographical handicaps; welcomes, therefore, any initiative aimed at developing the role of public transport, including road transport, in promoting links; Stresses that public funding for regional airports should be compatible with Articles 106 and 107 of the Treaty on the Functioning of the European Union, relating to state aid; believes that provision should be made for a system of penalties to be applied to airlines which move out of regional airports in receipt of funding before the appointed date;

Desgewenst omvat de samenwerking, op onderling overeengekomen voorwaarden en in overeenstemming met de in titel I vastgestelde nationale en regionale ontwikkelingsstrategieën en overeenkomstig artikel 35, onder meer de volgende gebieden: formulering van wet- en regelgeving inzake bescherming en handhaving van intellectuele-eigendomsrechten, voorkoming van misbruik van deze rechten door de houders en schending van deze rechten door concurrenten, en van wet- en regelgeving tot instelling en versterking van binnenlandse en regionale kantoren en andere instanties; dit houdt mede in dat steun wordt verleend aan regionale instellingen voor intellectuele eigendom die belast zijn met de toepassing en bescherming van deze rechten, onder meer voor de opleiding van personeel”.
Upon request, on mutually agreed terms and conditions, and through national and regional development strategies as defined in Title I and in conformity with Article 35, cooperation shall, inter alia, extend to the following areas: the preparation of laws and regulations for the protection and enforcement of intellectual property rights, the prevention of the abuse of such rights by rightholders and the infringement of such rights by competitors, the establishment and reinforcement of domestic and regional offices and other agencies including support for regional intellectual property organisations involved in enforcement and protection, including the training of personnel’.

9. verzoekt de Commissie om, in het kader van de uitbreiding van haar taken en verantwoordelijkheden binnen de regionale visserijorganisaties, gelet op het grote aantal organisaties belast met de uitvoering van ordeningsmaatregelen betreffende migrerende soorten, gezien het feit dat de meeste nieuw op te richten regionale organisaties de regulering van de visserij op deze soorten zo niet als enige, dan toch als voornaamste doelstelling hebben, en tegen de achtergrond van de verantwoordelijkheid voortvloeiend uit de ratificatie door de Europese Unie van het Akkoord van New York inzake transzonale en sterk migrerende soorten, over te gaan tot oprichting van een nieuwe administratieve eenheid voor sterk migrerende soorten binnen het organigram van het Directoraat-generaal visserij;
9. Calls on the Commission, whilst increasing its duties and responsibilities within the regional fisheries organisations, and taking into account the large number of organisations which implement arrangements for migratory species, the fact that most of the new regional organisations whose creation is called for have as their main if not sole purpose the regulation of fishing for this type of species, and in view of the responsibility deriving from the European Union's ratification of the New York Agreement on straddling stocks and highly migratory fish species, to create a new unit for major migratory species as part of the establishment plan for the Directorate-General for Fisheries;
