IN-CONTEXT TRANSLATIONS

22. veroordeelt de recente politie-invallen en de gevangenneming van een aantal journalisten en mediavertegenwoordigers op 14 december 2014; herinnert eraan dat een vrije en pluriforme pers het kernbeginsel van iedere democratie vormt, evenals een behoorlijke rechtsgang en onafhankelijkheid van de rechters; benadrukt daarom dat het noodzakelijk is dat in alle zaken i) uitvoerige en transparante informatie wordt verschaft inzake de beschuldigingen tegen de verdachten, ii) de verdachten volledige toegang krijgen tot belastend bewijsmateriaal evenals het volledige recht op verdediging, en iii) een deugdelijke afhandeling van de zaken wordt gewaarborgd teneinde onverwijld en buiten gerede twijfel te verifiëren of de beschuldigingen op waarheid berusten; dringt er bij de autoriteiten van Turkije op aan deze zaken zo spoedig mogelijk te toetsen en te behandelen en, in zaken waarin zij de rechtsvervolging willen doorzetten, zich te houden aan de internationale normen voor een eerlijk proces;

Condemns the recent police raids and the detention of a number of journalists and media representatives on 14 December 2014; recalls that a free and pluralistic press is the core principle of any democracy, as are due process and judicial independence; stresses, therefore, the need, in all cases, (i) to provide ample and transparent information on the allegations against the defendants, (ii) to grant the defendants full access to the incriminating evidence and full defence rights, and (iii) to ensure the proper handling of the cases in order to verify the veracity of the accusations without delay and beyond reasonable doubt; calls on the authorities of Turkey to review and address these cases as soon as possible and to adhere to international due process standards in cases where it insists on pursuing the proceedings;

Notes that the current procedure of the publication and presentation of the Court's special reports, while adding to the Court's identity and visibility, raises some concerns: while the Parliament fully respects the right of the Court to submit the observations in the form of special reports at any time, it considers that the current procedure, which commences with the special report's public presentation and the Court's press conference well in advance of the presentation of the special report to the Committee on Budgetary Control, may not fully reflect the Court's role as a reporting institution assisting the Parliament and Council in exercising their powers of control over the implementation of the budget;

5. wijst erop dat de huidige procedure van publicatie en presentatie van de speciale verslagen van de Rekenkamer weliswaar de identiteit en zichtbaarheid van de Rekenkamer kracht bijzet, maar tegelijkertijd zorgen baart: het Parlement respecteert ten volle het recht van de Rekenkamer om te allen tijde opmerkingen te presenteren in de vorm van speciale verslagen, maar is van mening dat de huidige procedure, die begint met de openbare presentatie van het speciaal verslag en de persconferentie van de Rekenkamer ver voordat het speciaal verslag aan de Commissie begrotingscontrole wordt voorgelegd, niet volledig recht doet aan de rol van de Rekenkamer als verslagleggende instellingen die het Parlement en de Raad bijstaat bij de uitoefening van hun controlerende bevoegdheden met betrekking tot de uitvoering van de begroting;
