G. whereas due to the financial crisis and the credit crunch that arose in consequence SMEs are facing an extremely high cost of credit and the contraction of its availability; whereas, according to the Institute of International Finance, smaller businesses in the peripheral Member States are paying between 4 and 6 percentage points more for bank loans than their counterparts in central Europe, which is putting them at a significant disadvantage and thus hampering the region’s prospects for economic revival and net job creation;

De Commissie is ook verheugd dat de ministers van Financiën nog voor de internationale onderhandelingen over klimaatverandering in Parijs later deze maand hebben toegezegd ook na 2020, wanneer een nieuwe internationale klimaatovereenkomst van kracht wordt, publieke klimaatfinanciering te blijven verstrekken aan de armsten, meest kwetsbaren en meest behoeftigen.

Mr de Silguy's visit to Prague has three main objectives: - to address the Czech European Banking and Financial Forum on the efforts of the international community to strengthen the stability of the financial system in central and eastern Europe and the Commonwealth of Independent States; - to meet senior members of the Czech Government including Prime Minister Klaus, Finance Minister Kocarnik, Industry and Trade Minister, Dlouhy and the Governor of the Czech National Bank, Mr Josef Tosovsky; - to present an advance text of a report prepared by the Commission services on the Czech economy and the process of change entitled "The Czech Republic and its Integration with the European Union: Domestic and International economic aspects"[1] ; The messages that Mr de Silguy will present throughout the visit are underpinned by the analysis in the study: * after a difficult initial period of transition, the Czech economy is performing well and is making good progress towards a fully fledged market economy.
