"Wat betreft luchtverkeersleiders alsook personen en organisaties die betrokken zijn bij de opleiding, toetsing, controle of medische keuring van luchtverkeersleiders, wordt de Commissie gemachtigd om door middel van gedelegeerde handelingen overeenkomstig artikel 65 ter, waar nodig bijlage Vb te wijzigen of aan te vullen als gevolg van technische, operationele of wetenschappelijke ontwikkelingen of nieuwe aanwijzingen van veiligheidsproblemen inzake opleidingsorganisaties en luchtverkeersleiders, teneinde en voor zover om nodig de doelstellingen van artikel 2 te verwezenlijken".
