(59) In order to ensure high standards and safety of the veterinary medicinal products offered for sale at a distance, the public should be assisted in identifying websites which are legally offering such medicinal products.

In de Raad is een specifiek voorbereidend orgaan opgericht, de werkgroep humanitaire hulp en voedselhulp (COHAFA)[7], die de grondigheid van de EU-besprekingen over humanitaire strategische kwesties en crisisrespons consolideert tijdens maandelijkse besprekingen tussen de humanitaire vertegenwoordigers van de EU. In Council, a specific preparatory body: the Council Working Party on Humanitarian Aid and Food Aid (COHAFA)[7] has been established and is consolidating the depth of EU exchange on humanitarian strategic issues and crisis response in monthly contacts among EU humanitarian representatives. Parliamentary interest in humanitarian issues is strong, whilst the European public remains overwhelmingly supportive of European humanitarian aid[8].

In the light of practical experience, rules should be included in this Regulation in order to follow evolving requirements of budget implementation such as co-financing with other donors, to increase the efficiency of external aid, to facilitate the use of specific financial instruments including those concluded with the European Investment Bank (EIB) and to facilitate budget implementation through public-private partnerships ("PPPs").

It highlighted the need for further debate geared towards more untying on the basis of further studies and documented proposals, and called explicitly for ‘a clear preference for local and regional cooperation, prioritising – in ranking order – suppliers from the recipient country, neighbouring developing countries, and other developing countries’, in order to strengthen the efforts of the recipient countries to improve their own production at national, regional, local and family level, as well as actions aimed at improving the availability and accessibility to the public of foodstuffs and basic services, consistent with local habits and production and trading systems.
