Taiwan is a contracting member of the Commission for the Conservation of Southern Bluefin Tuna (CCSBT), the South Pacific Regional Fisheries Management Organisation (SPRFMO) and the North Pacific Fisheries Commission (NPFC) and a cooperating non-contracting Party to the Western and Central Pacific Fisheries Commission (WCPFC), the Inter-American Tropical Tuna Commission (IATTC) and the International Commission for the Conservation of Atlantic Tuna (ICCAT).

2. Points out the need for EU policies to be consistent with development objectives along the lines called for in Article 208 of the Treaty on the Functioning of the European Union; calls on the Commission to ensure that measures relating to Pacific fisheries are in keeping with an external dimension of the common fisheries policy and with the joint communication from the Commission and the High Representative entitled ‘Towards a renewed EU-Pacific development Partnership’, and that they guarantee responsible and sustainable exploitation of fishery resources while at the same time contributing to the achievement of the Millennium Development Goals and responding to environmental challenges in the Pacific region; strongly supports the proposal put forward by the Commission and the High Representative aimed at making the Pacific OCTs catalysts for inclusive and sustainable growth for human development in the region, including in the fisheries sector;

1. dringt er bij de Commissie op aan te zorgen voor samenhang in alle EU-beleid in deze regio, zoals op grond van artikel 208 VWEU vereist is, met name in het visserij-, handels- en ontwikkelingsbeleid, en voor versterking van potentiële synergieën teneinde een hefboomeffect te bereiken om de gunstige effecten, zowel voor de landen in de Stille Oceaanregio als voor de EU, te maximaliseren en de EU meer zichtbaarheid te geven in de westelijke en centrale Stille Oceaan en een bij te dragen aan een duurzaam gebruik van de hulpbronnen in de Stille Oceaan;

Urges the Commission to ensure coherence among all the Union policies affecting the Pacific region, as required by Article 208 TFEU, and specifically those on fisheries, trade and development, and to enhance potential synergies with a view to achieving a multiplier effect that maximises the benefits both for the states of the Pacific region and for the EU Member States, while also promoting the international dimension, boosting the EU’s strategic presence, raising the profile of the EU in the Western and Central Pacific, and contributing to the sustainable exploitation of Pacific resources;

B. whereas Malaysia is an active member of the Asia-Pacific Economic Cooperation (APEC) forum, the Organisation of Islamic Cooperation (OIC), the Non-Aligned Movement (NAM), the Asian Development Bank (ADB), the UN Economic and Social Commission for Asia and the Pacific (Unescap), the Colombo Plan promoting economic and social development in the Asia-Pacific region, the UN Food and Agriculture Organisation (FAO), the Asia-Europe Meeting (ASEM)), and the Brunei Darussalam-Indonesia-Malaysia-Philippines East Asian Growth Area (BIMP-EAGA); whereas Malaysia has also been a member of the World Trade Organisation (WTO) since its establishment in 1995, and is a member of the Group of 77 (G77) developing countries, the Developing Eight (D-8), the G15 and the UN Human Rights Council (2010-2013), among others;

In terms of the background and regional integration, this interim – or goods only – EPA has been negotiated with two Pacific states – Papua New Guinea and Fiji. These are the two Pacific island states that have the highest levels of trade with the EU and have key exports destined for the EU market: tuna and sugar respectively.
