(317) With regard to the "one-shot" contributions, and regardless of their possible proportional nature, their flat-rate, singular nature at the opening and their absence of connection with the real costs borne by Ryanair does not, subject to the Belgian authorities' providing other demonstrations, allow the consideration that they are such as to encourage the profitable development of the routes thus aided.
(317) S'agissant des contributions "one-shot", et indépendamment de leur éventuelle proportionnalité, leur caractère forfaitaire, unique à l'ouverture et leur absence de lien avec des coûts réels supportés par Ryanair ne permettent pas, sous réserve d'autres démonstrations par les autorités belges, de considérer qu'elles présentent un caractère incitatif au développement rentable des lignes ainsi aidées.
