Welcomes the European consensus on development and the EU's clear commitment to addressing countries affected by conflict or state fragility and its equally clear commitment to helping to achieve the Millennium Development Goals (MDGs), including universal education policy; welcomes the fact that in Pakistan, education was a priority jointly agreed between the Commission and the Pakistan authorities and that some new education projects are already being prepared in the Sindh and North West frontier provinces; calls on the EU to continue its financial and technical support for the government of Pakistan in this regard; calls on the government of Pakistan to significantly increase financial support to the public school system, and to work towards reforming the system, notably through removing sectarian and pro-jihad elements; and to take immediate steps to restore the independence of the judiciary;

Calls, therefore, for Europe also to give visible political support to the actors in civil society, in associations and in religious life, and in particular to those political organisations which promote democracy by non-violent means, excluding sectarian, fundamentalist and extremist nationalist forces but including, where appropriate, secular actors and moderate Islamists- in particular secular Islamists -, whom Europe has encouraged to participate in the democratic process, thus striking a balance between culture-based perceptions and political pragmatism; believes that the success of such support critically depends on a thorough understanding of political and social structures and developments and the ability to act in accordance with local political dynamics; considers that inter-cultural dialogue can only be revived through the affirmation of a common and universal basis of human values which transcends dogmas and community allegiances, in accordance with the proposals on the dialogue of civilisations and with all UN initiatives on this subject;

The countries of the Union already form the greatest economic power in the world, but on its path to becoming a universal political body, the Union must not express its economic power by dominating the sectarian and blind ultraliberal market or by simply imitating the military hegemony of the United States, and these are temptations into which some European Prime Ministers are falling. What we should be doing instead is defending the values and the social and democratic achievements that form the best part of our history, and we should maintain a presence in the world as a factor for peace and for progress, in an action which, as Commissioner Solbes knows, must be a great deal more ambitious than the action presented today by the Commission.
Les pays de l’Union représentent déjà la première puissance économique mondiale, mais sur le chemin de sa constitution en entité politique universelle, l’Union ne doit pas exprimer son pouvoir économique à travers la domination du marché ultralibéral, sectaire et aveugle, ni copier l’hégémonie militariste des États-Unis, tentations auxquelles certains Premiers ministres européens succombent, mais elle doit défendre les valeurs et les conquêtes sociales et démocratiques qui constituent la meilleure part de notre histoire, en étant présente dans le monde comme facteur de paix et de progrès, dans une action qui doit être bien plus ambitieuse que celle exposée aujourd'hui par la Commission, comme le commissaire Solbes le sait.
