The European Credit Transfer and Accumulation System (ECTS) established in 1989 within the framework of the Erasmus programme awards credits for formal learning based on learning outcomes and student workload, and also facilitates the award by higher education institutions of credits based on learning outcomes for non-formal and informal learning experiences.
Le système européen de transfert et d'accumulation de crédits (ECTS) instauré en 1989 dans le cadre du programme Erasmus permet l'octroi de crédits sur la base des résultats de l'apprentissage formel et de la charge de travail de l'étudiant et facilite l'octroi, par les établissements de l'enseignement supérieur, de crédits pour les acquis de l'apprentissage non formel et informel.

Where two university courses or two courses recognized by the State as equivalent co-exist in a Member State and where one of these extends over four years and the other over three years, the three-year course leading to a diploma, certificate or other evidence of formal qualifications awarded on completion of a university course or its recognized equivalent shall be considered to fulfil the condition of duration referred to in the second subparagraph in so far as the diplomas, certificates or other evidence of formal qualifications awarded on completion of both courses are recognized as equivalent by the State in question.

Each Member State with provisions in this field laid down by law, regulation or administrative action shall recognise the diplomas, certificates and other evidence of formal qualifications of dental practitioners specialising in orthodontics and oral surgery awarded to nationals of Member States by other Member States in accordance with Articles 2 and 3 of Directive 78/687/EEC and which are listed in Annex B, by granting such qualifications the same effect in its territory as the diplomas, certificates and other evidence of formal qualifications which it itself awards".
Chaque État membre qui connaît des dispositions législatives, réglementaires et administratives en la matière reconnaît les diplômes, certificats et autres titres de praticien de l'art dentaire spécialiste en orthodontie et en chirurgie buccale délivrés aux ressortissants des États membres par les autres États membres conformément aux articles 2 et 3 de la directive 78/687/CEE et énumérés à l'annexe B, en leur donnant le même effet sur son territoire qu'aux diplômes, certificats et autres titres qu'il délivre".

8) in Article 9, the following paragraph shall be added: "2a Member States shall recognise evidence of formal qualifications in specialised medicine awarded in Spain to doctors who completed specialised training before 1 January 1995 which did not comply with the formal training requirements laid down in Articles 24 to 27, if the evidence is accompanied by a certificate awarded by the competent Spanish authorities attesting to the fact that the person concerned has passed the test of specific professional competence organised in the context of the special regularisation measures contained in Royal Decree 1497/99 with the aim of verifying that the person concerned has a level of knowledge and competence comparable to that of doctors holding the specialist doctors' qualifications which, in the case of Spain, are referred to in Articles 5(3) and 7(2)".
8) À l'article 9, le paragraphe suivant est ajouté: "2 bis. Les États membres reconnaissent le titre de médecin spécialiste délivré en Espagne aux médecins qui ont achevé une formation spécialisée avant le 1er janvier 1995 ne répondant pas aux exigences minimales de formation prévues aux articles 24 à 27, si ce titre est accompagné d'un certificat délivré par les autorités espagnoles compétentes et attestant que l'intéressé a passé avec succès l'épreuve de compétence professionnelle spécifique organisée dans le cadre des mesures exceptionnelles de régularisation figurant dans le décret royal 1497/99 dans le but de vérifier que l'intéressé possède un niveau de connaissances et de compétences comparable à celui des médecins possédant des titres de médecin spécialiste définis, pour l'Espagne, à l'article 5, paragraphe 3, et à l'article 7, paragraphe 2".

The following shall be trated in the same way as the evidence of formal qualifications referred to in the first subparagraph: any formal qualifications or any set of such formal qualifications awarded by a competent authority in a Member State if it is awarded on the successful completion of training received in the Community and is recognized by that Member State as being of an equivalent level, provided that the other Member States and the Commission have been notified of this recognition.
Est assimilé au titre de formation visé au premier alinéa tout titre ou ensemble de titres qui a été délivré par une autorité compétente dans un État membre, dès lors qu'il sanctionne une formation acquise dans la Communauté et qu'il est reconnu comme équivalent par cet État membre, à condition que cette reconnaissance ait été notifiée aux autres États membres et à la Commission.

Each Member State shall recognize the diplomas, certificates and other evidence of formal qualifications set out in Article 11, awarded by other Member States to nationals of the Member States, where such nationals already possess these qualifications at the time of notification of this Directive or their studies leading to such diplomas, certificates and other evidence of formal qualifications commences during the third academic year at the latest following such notification, even if those qualifications do not fulfil the minimum requirements laid down in Chapter II, by giving them as regards the taking up and pursuit of the activities referred to in Article 1 and subject to compliance with Article 23, the same effect within its territory as the diplomas, certificates and other evidence of formal qualifications which it awards in architecture.
Chaque État membre reconnaît les diplômes, certificats et autres titres, visés à l'article 11, délivrés par les autres États membres aux ressortissants des États membres qui sont déjà en possession de ces qualifications à la date de la notification de la présente directive ou ayant commencé leurs études sanctionnées par ces diplômes, certificats et autre titres au plus tard au cours de la troisième année académique suivant ladite notification, même s'ils ne répondent pas aux exigences minimales des titres visés au chapitre II, en leur donnant, en ce qui concerne l'accès aux activités visées à l'article 1er et l'exercice de celles-ci, dans le respect de l'article 23, le même effet sur son territoire qu'aux diplômes, certificats et autres titres du domaine de l'architecture qu'il délivre.
