IN-CONTEXT TRANSLATIONS

The Commission will pursue multilateral trade negotiations as a priority, notably the Doha Development Round, but also seek to conclude newly launched bilateral free trade agreements, bring forward the transatlantic agenda with the US and the partnership with China, and tackle non-tariff barriers, which have gained in importance in recent years due to the progressive dismantling of tariffs.

Considers that the elimination of trade and investment barriers worldwide remains a key issue and an essential element of EU world trade strategy; notes, in this respect, that the recent 2011 Commission Report on Trade and Investment Barriers shows significant and unjustified barriers in our relations with strategic partners which limit market access to the major third countries; reiterates therefore its call to the Commission to be focused and tough in pursuing this agenda and to continue to fight against unjustified protectionist measures, while ensuring that trade policy remains a tool for job creation inside and outside Europe; calls on the Commission to make further efforts to identify and progressively eliminate non-tariff barriers to transatlantic trade and investment, notably in the area of mutual recognition and standardisation, making optimal use of the Transatlantic Economic Council, as a means to achieve a transatlantic market by 2015;

To that end the Transatlantic Economic Council (TEC) was set up in 2007 as a high-level political body giving political impetus to initiatives aimed at creating a barrier-free transatlantic market and supporting a range of sectoral regulatory dialogues.

On a more regular basis, bilateral dialogues , which in most relationships address a very wide range of sectors, are an effective, institutionalised format to regularly address and follow-up on trade barriers and regulatory issues, with the possibility to escalate the issue to a higher, political level as for instance the High Level Economic and Trade Dialogue Mechanism (HLM) with China and the Transatlantic Economic Council with the US.

(c) enhancement of the transatlantic economic partnership in the framework of the above-mentioned Transatlantic Partnership Agreement, reducing regulatory and other non-tariff barriers to transatlantic trade and investment with the goal of establishing a barrier-free Transatlantic Market by 2015, complemented by a Transatlantic Aviation Agreement and an effective Financial Market Regulatory Dialogue; furthermore, recalls that the conclusion of the multilateral WTO Doha Development Agenda is a real priority for sustainable global growth, to which end the EU and the US should fully work together; considers that bilateral EU-US economic initiatives will be complementary to this process, especially in the regulatory field;

A framework which commits both partners to put in place the necessary measures to deliver on commitments is proposed, across sectors, with the aim of giving new impetus and quality to the EU-US economic partnership and working towards the creation of a barrier-free transatlantic market.
Un cadre est ainsi proposé, qui invite les deux partenaires à mettre en place les mesures transsectorielles nécessaires au respect de leurs engagements, afin de donner un nouvel élan et une nouvelle dimension au partenariat économique UE/États-Unis et d’oeuvrer à la création d’un marché transatlantique sans entraves.
