Welcomes the fact that the Council, the Commission and Parliament have arrived at an agreement to reduce the level of unpaid bills, particularly in cohesion policy, at year-end down to its structural level in the course of the MFF, as laid down in the joint statement accompanying the 2015 budgetary agreement, and takes note of the Commission’s ‘Elements of a payment plan to bring the EU budget back onto a sustainable track’ received on 23 March 2015; reminds the Commission of its commitment to put forward a payment plan as soon as possible, and in any event before the presentation of the 2016 draft budget; furthermore, reminds all institutions of their commitment to agree on and implement such a plan as of 2015 and by the mid-term revision of the current MFF;

Stresses, in this context, that the accumulated RALs have reached a critical level that might eventually lead the EU budget into structural deficit against the provisions of the Treaty (Articles 310 and 323 TFEU); is deeply concerned that the amount of unpaid bills at the end of the year has been constantly growing since 2011 (EUR 23,4 billion at the end of 2013 from cohesion policy alone), which will put significant pressure on the payment ceilings of the MFF 2014-2020; stresses the need to set the annual payments’ ceilings of the MFF accurately by taking due account of, inter alia , the dynamics of cohesion policy, including the timing of programming, implementation, final closure of the programmes and decommitments;

Welcomes the recent introduction of a bill in the National Assembly to turn the National Commission on the Status of Women into an autonomous body for the empowerment of women and the elimination of all forms of discrimination against them, and supports efforts to ensure passage of the bill for the establishment of a National Commission on Human Rights;

However, I would also remind the hon. member that if he was in the House the other day, the hon. critic for justice brought in a motion to speed up the legislation that I mentioned: Bill C-18, the DNA identification bill that would help police solve many missing persons cases; Bill C-22, the age of consent bill that would have made our children, our sons and daughters, safer; Bill C-23, the criminal procedures bill, a bill that would help to make our justice system more efficient; and Bill C-35, the reverse onus bill that we are debating today.

So this is why, Mr. Chair, I am seeking unanimous consent that the committee report to the House seeking instruction to divide Bill C-43, An Act to implement certain provisions of the budget tabled in Parliament on February 23, 2005, into two bills: Bill C-43A, An Act to provide payments to provinces and territories and an Act to implement the Nova Scotia and Newfoundland and Labrador additional fiscal equalization offset payments, and Bill C-43B, An Act to implement certain provisions of the budget tabled in Parliament on February 23, 2005; that Bill C-43A be composed of part 24, payments to certain provinces and territories, and part 12, Nova Scotia and Newfoundland and Labrador additional fiscal equalization offset payments; that Bill C-43B be composed of all remaining parts of Bill C-43; that the House order the printing of Bills C-43A and C-43B; that the Law Clerk and Parliamentary Counsel be authorized to make such technical changes or corrections as may be necessary to give effect to this motion; that Bill C-43A be reported back to the House immediately; and that the Standing Committee on Finance stop its study of Bill C-43 and Bill C-48 until such time as the House decides the matter of dividing Bill C-43, An Act to implement certain provisions of the budget tabled in Parliament on February 23, 2005 (1110) That is my motion, Mr. Chair, and I would seek unanimous consent for this motion.
