– (FR) Mr President, I would like to express the point of view of working women not only because it is on them, of all women, that the burden of social organisation weighs most heavily, but also because the workers’ movement can take pride in having been the first to fight for the recognition of equality between men and women.

Promote flexibility combined with employment security and reduce labour market segmentation through: the adaptation of employment legislation, reviewing where necessary the level of flexibility provided by permanent and non-permanent contracts; better anticipation and positive management of change, including economic restructuring, notably changes linked to trade opening, so as to minimise their social costs and facilitate adaptation; support for transitions in occupational status, including training, self-employment, business creation and geographic mobility; most importantly, ensuring that spouses assisting in family businesses, including farms, have social security cover and a share of benefits, inter alia by proposing a framework statute to put an end to their precarious situation; the promotion and dissemination of innovative and adaptable forms of work organisation, including better health and safety and diversity of contractual and working time arrangements, with a view to improving quality and productivity at work; the promotion of ‘chosen working time’ (‘temps choisi’) and a flexibilisation of working time, without this flexibility giving rise either to a more precarious status or to additional burdens for businesses in terms of remuneration or the organisation of work, adaptation to new technologies in the workplace, determined action to transform undeclared work into regular employment (Integrated guideline No 20).
Favoriser la flexibilité en la conciliant avec la sécurité de l'emploi et réduire la segmentation du marché du travail au moyen des actions suivantes: adapter la législation relative à l'emploi, réexaminer si nécessaire le niveau de flexibilité offert par les contrats permanents et non permanents; mieux anticiper et gérer positivement les changements, dont les restructurations économiques, notamment les changements liés à l'ouverture des marchés, afin de minimiser leur coût social et de faciliter l'adaptation; faciliter les transitions en matière de situation professionnelle, y compris la formation, l'activité professionnelle non salariée, la création d'entreprises et la mobilité géographique; veiller surtout à assurer la couverture par la sécurité sociale et la participation aux bénéfices des conjoints collaborateurs dans les entreprises familiales, y compris dans l'agriculture, en proposant entre autres un statut-cadre pour mettre fin à leur précarité; encourager et propager les formes innovantes et adaptables d'organisation du travail, y compris l'amélioration de la santé et de la sécurité et la diversification des modalités contractuelles et des dispositions relatives au temps de travail, en vue d'améliorer la qualité et la productivité du travail; promouvoir le "temps choisi" et l'assouplissement du temps de travail sans que cette flexibilité entraîne, d'une part, une précarisation du statut et, d'autre part, une charge pour l'entreprise tant en ce qui concerne la rémunération que l'organisation du travail; s'adapter aux nouvelles technologies sur le lieu de travail, mener une action déterminée pour transformer le travail non déclaré en emploi régulier (Ligne directrice intégrée n° 20).

2. Calls on the Council to pursue a worldwide strategy at the various international organisations with a view to obtaining a substantial reduction in, if not the full cancellation of, the burden of debt which weighs heavily on the poorest populations in the world;

Assistance centres have been set up to answer these questions, on the one hand, but also to act as clearing houses for all of the needs, to break them down by category and to gain an overall view which will make it possible for us to design concrete and effective solutions to lighten the burden weighing so heavily on the victims of this ice storm, and particularly to avoid any further fraying of the economic and social fabric of our region.
