I might also point out that one of the motivations for this recommended amendment to the act is to initiate discussions or to have an opportunity for regular discussions with the minister, simply because when advice of this nature is rejected and it might happen again, and for a variety of different species special subcommittees it can be very problematic in terms of COSEWIC's planning and our workload prioritization responsibilities.

Prodi existait, agence dont on n'a pas encore assez parlé en cette Assemblée, on pourrait revivre à maintes reprises une telle situation car il y aurait bien entendu des agences nationales pour prétendre à tout moment disposer de nouveaux résultats scientifiques, et ne pensez-vous pas que votre espoir qu'une agence européenne pourrait éviter ces situations n'est que pure illusion ?

If we simply agreed with the hon. member and went back to the traditional forms of arbitration then it would give the message to all others who are facing similar disputes that once again they can rely on that crutch, that artificial lifeline and we would not have more relevant and realistic labour relations discussion in some of these crucial areas.
Si nous souscrivions tout simplement à la position de la députée et revenions aux formes traditionnelles d'arbitrage, nous ne ferions que dire alors à tous les autres gens engagés dans des conflits de ce genre qu'une fois de plus, ils peuvent compter sur cette béquille ou un filet de sécurité artificiel et je pense que nous n'aurions pas alors un débat plus pertinent et réaliste au sujet des relations de travail dans certains de ces secteurs essentiels.
