Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Participation of all interested stakeholders should be fostered, in line with the Commission principles on minimum standards for consultation, in order not only to increase effectiveness of policy development and implementation, but also to enhance an improved governance of the process, thereby also contributing to a better integration of the EES objectives in the overall framework of national policies.
La participation de toutes les parties intéressées devrait être encouragée, conformément aux principes et normes minimales de consultation de la Commission, dans le but, non seulement d'accroître l'efficacité de l'élaboration et de la mise en oeuvre des politiques, mais aussi de valoriser une meilleure gouvernance du processus, ce qui contribuerait également à une meilleure intégration des objectifs de la SEE dans le cadre général des politiques nationales.
