Under Article 3 of Commission Regulation (EC) n°1831/94[3] (on irregularities and the recovery of the amounts unduly paid by the Cohesion Fund and the organization of information systems), the beneficiary Member States must inform the Commission on any cases of irregularities which have been the subject of initial administrative or judicial findings of fact.

In order to gain a clearer picture of the way in which subcontracting is organized in Japan, the Commission sent a fact-finding mission to that country in late 1988, which included representatives of subcontracting intermediaries in all the Member States.
