As the timetable necessitated by the late presentation of the Draft Budget this year does not allow for a formal committee opinion, we write to you on behalf of the Committee on Foreign Affairs to provide our input in the form of a letter.

Regardless of whether these meetings were of a more formal (committee meetings) or a more informal nature (working lunches): At this stage, the opinions expressed on these occasions by the interested national parliamentarians have to be considered the personal views of those taking the floor - so far, no national parliament nor any political party has yet established a formal stance on the question of the future of the Union's own resources!

I do not think this is accurate, nor is it accurate to say that the Committee on Legal Affairs’ proposal introduces new formalities. On the contrary, it is agreed that these are existing formalities which will be retained and we obviously reject the introduction of new formalities.

The report also points out with respect to Greece that a number of formal shortcomings (third party being informed of the detention, access to a lawyer) make it easier for ill-treatment to be inflicted. In its report on Portugal, the Committee notes that ill-treatment in police detention is a 'relatively common phenomenon'.

I hope this is a tempest in a teapot, as it will be difficult to run this committee if formal meetings of the steering committee are required all the time for no other reason than to have a formal meeting of the steering committee, with no real business.

Senator Cools: In the nature of a formal written agreement, what you are really expressing is hopes and intentions, perhaps, as to how the committee should move ahead, which is a different proposition from a formal signed agreement.
