As the EU-South Korea FTA has not been fully implemented, the impact is evaluated based on 2015 data.

Although not yet fully implemented, the EU-South Korea Free Trade Agreement (FTA) added €439 million in additional EU agri-food exports in 2015 (the latest year for which data is available), mostly in the form of primary products and commodities.
L'accord de libre-échange (ALE) UE-Corée du Sud, dont la mise en œuvre intégrale n'est cependant pas encore terminée, a permis d'augmenter les exportations agroalimentaires de l'UE, constituées pour l'essentiel de produits de base et de matières premières, de 439 millions d'euros en 2015 (dernière année pour laquelle on dispose de données).

EU exports to Korea of products that were fully or partially liberalised by the FTA grew by 57% and 71% respectively compared to the 12-month period before the FTA took effect (by 8.8 billion EUR and 1.7 billion EUR respectively), whereas EU exports of products subject to zero MFN tariff grew by 25% (1.9 billion EUR).

EU imports from Korea of products that were fully or partially liberalised by the FTA grew by 35% and 64% respectively compared to the 12-month period before the entry into effect of the FTA (by 5.0 billion EUR and 0.5 billion EUR respectively), whereas EU imports from Korea of products subject to zero MFN tariff decreased by 29% (by 5.8 billion EUR).

However, when looking at the development of bilateral trade in goods which has been fully or partially liberalised by the FTA, the situation looks much brighter also for Korea, with an increase of 35% in exports of fully liberalised goods and 64% of partially liberalised goods to the EU.
Si l’on observe toutefois l’évolution du commerce bilatéral de marchandises libéralisé en tout ou partie par l’ALE, la situation semble bien plus favorable pour la Corée, qui affiche une hausse de 35 % des exportations de marchandises totalement libéralisées et de 64 % des exportations de marchandises partiellement libéralisées à destination de l’Union.

The FTA fully liberalises nearly all the EU’s agricultural exports.

B. whereas the Commission’s negotiating directives for the EU-Vietnam FTA are attached to the Council’s authorisation of 23 April 2007 to enter into negotiations for a Free Trade Agreement with countries of the Association of Southeast Asian Nations (ASEAN) and follow on the endorsement by the Council of the scoping paper which outlines the common objectives of both negotiating parties, namely to intensify existing bilateral trade relations; recalls that the initial objective was to negotiate an FTA with the ASEAN region; supports therefore the possibility of negotiating fully comprehensive agreements with countries of the ASEAN region (as building blocks towards the ultimate objective of negotiating a region-to-region FTA in the future);
B. considérant que les directives de négociation de la Commission pour l'accord de libre-échange (ALE) UE-Viêt Nam sont jointes à l'autorisation du Conseil du 23 avril 2007 pour engager des négociations en vue d'un accord de libre-échange avec les pays de l'Association des nations de l'Asie du Sud-Est (ANASE) et font suite à l'approbation par le Conseil de la note de cadrage qui définit les objectifs communs des deux parties à la négociation, à savoir renforcer les relations commerciales bilatérales existantes; rappelle que l'objectif initial consistait à négocier un ALE avec la région de l'ANASE; soutient, dès lors, la possibilité de négocier des accords globaux avec les pays de la région de l'ANASE (en tant que sous-ensembles dans le but ultime de négocier, à terme, un ALE interrégional).

Expects the Council and Commission to fully take into account Parliament’s requests as expressed in this resolution before concluding the FTA, which must be compatible with WTO rules and obligations; considers that a successful FTA would allow both negotiating parties to reap a balanced set of benefits and would contribute to creating and safeguarding jobs on both sides;

Our FTA with South Korea should be fully WTO-compatible. That goes without saying.
