The Compact was activated under the leadership of the global city networks — C40 Cities Climate Leadership Group (C40), ICLEI – Local Governments for Sustainability (ICLEI) and the United Cities and Local Governments (UCLG) — and with support from UN-Habitat, the UN’s lead agency on urban issues.

The Compact of Mayors was launched in September 2014 by UN Secretary-General Ban Ki-moon, UN Secretary-General’s Special Envoy for Cities and Climate Change Michael R. Bloomberg and mayors from global city networks C40, ICLEI and UCLG.

6. Calls on the Commission to undertake a pilot project to promote knowledge of, and experience in, EU Regional Policy in third countries through the organisation of international events, network building between regional and local stakeholders, development of joint projects and new regional partnerships, as well as the exchange of good practices; considers that such a pilot project would be instrumental in promoting EU values and cohesion policies through these regional dialogues; recommends that the Commission cooperate with the Forum of Global Associations of Regions (FOGAR) and the United Cities and Local Governments (UCLG), in order to ensure complementarities and synergies between their respective actions in this field;
6. invite la Commission à mettre en œuvre un projet pilote destiné à mieux faire connaître la politique régionale européenne et ses leçons dans les pays tiers par l'organisation de manifestations internationales, la constitution de réseaux d'acteurs régionaux et locaux, la mise en place de projets communs et de nouveaux partenariats régionaux ainsi que l'échange de bonnes pratiques; estime que ce projet pilote permettrait de promouvoir les valeurs de l'Union européenne et la politique de cohésion au moyen de ces instruments de dialogue régional; recommande que la Commission collabore avec le Forum global d'associations de régions (FOGAR) et le CGLU (Cités et gouvernements locaux unis) afin de garantir la complémentarité et la synergie de leurs actions respectives dans ce domaine;

This also relates to competitiveness in the dual sense that these global city regions are leading their respective regions' inroads into NAFTA economic space, they are the export platforms driving north-south integration, and that the GCRs are also key nodes in the knowledge human capital system of networks.

On the occasion of the conference on "Europe and the Global Information Society" held in Bologna on 30 March 1995, Commissioner Martin Bangemann invited Europe's cities to undertake ambitious projects to stimulate the transition to the Information Society by promoting the "digital city", including : - the use of alternative networks to provide early experience of the new competitive environment; - fostering innovative technological solutions in public administrations, e.g. through electronic tendering in public procurement; - stimulating the deployment of new approaches to the provision of more citizen oriented and efficient public services.
