The hon. member for LaSalle—Émard was then Prime Minister and he did not sign the Kelowna accord as the member for LaSalle—Émard, but as the Prime Minister of this country.

I would say to the hon. member that he cannot ask a question of the right hon. member for LaSalle—Émard because the right hon. member was rising in response to an intervention made by the hon. member for Papineau.

M.
