Hon. Lucien Bouchard (Leader of the Opposition, BQ): Mr. Speaker, in view of the very deep split within the committee chaired by the minister, I want to ask him whether he would agree that the hollow initiatives announced by the Prime Minister show that he sided with the four ministers from Ontario who believe they can satisfy Quebecers' desire for change with this measly proposal.

Lucien Bouchard (chef de l'opposition, BQ): Monsieur le Président, face aux très vives divisions qui règnent à l'intérieur du comité que préside le ministre, je lui demande s'il admettra que les initiatives creuses du premier ministre montrent qu'il a pris parti en faveur des quatre ministres de l'Ontario, lesquels croient satisfaire, avec une proposition de pacotille, la volonté de changement des Québécois.
