I will use my formal remarks this morning to share some good news, some bad news and some comments about the place of secularism in the debates surrounding religious minorities in Canada.
Mon exposé contient des bonnes et des mauvaises nouvelles, ainsi que des observations sur la place qu'occupe la laïcité dans les débats sur les minorités religieuses au Canada.

If the government's bill were to be enacted, as sure as the sun comes up in the morning, religious institutions that oppose same sex marriage would come under attack. They would come under attack from two sources: Revenue Canada on their tax free status in a situation where they are opposing the government's political will and the courts if there is a perceived conflict between religious and same sex rights.
Si le projet de loi du gouvernement était adopté, il est clair comme de l'eau de roche que les institutions religieuses qui s'opposent au mariage entre personnes de même sexe feraient l'objet de contestations, et ce, de deux sources: Revenu Canada relativement à leur statut d'organismes de bienfaisance non assujettis à l'impôt, lorsqu'ils s'opposent à la volonté politique du gouvernement, et les tribunaux si l'on perçoit un conflit entre les droits religieux et ceux des conjoints de même sexe.

I have with me a strong statement – of this morning – by Mohtarma Benazir Bhutto, Chairperson of the Pakistan People’s Party, in which she welcomes this report for drawing attention to the right of self-determination of the Kashmiri people; for reaffirming the EU’s commitment to the settlement of dispute by peaceful means; for taking note of the impact of the earthquake and urging the European Union to help and support the Kashmiris; for supporting the role of the composite peace process in moving towards a durable settlement for the Kashmiris based on democracy, the rule of law and fundamental rights; for urging the Indian and Pakistan Governments to facilitate the ceasefire on the Line of Control by calling further on militant armed groups to enrol in a disarmament, demobilisation and rehabilitation process; for encouraging the Pakistan Government to transform the ceasefire in place in Siachin since 2003 into a lasting peace agreement; for urging both governments to allow international human rights organisations immediate and unrestricted access to all parts of the former princely state in order to investigate the human rights situation there; for calling on the Indian Government to put an end to all practices of extrajudicial killings, ‘disappearances’, torture and arbitrary detentions in Jammu and Kashmir; for calling on the Indian and Pakistani authorities to ease restrictions on travel between Srinagar and Muzaffarabad; for urging Pakistan to revisit its concepts of fundamental rights of freedom of expression, freedom of association, freedom of religious practices in Azad Jammu and Kashmir and Gilgit and Baltistan; for calling for the first-ever elections to be held in Gilgit and Baltistan and for seeking higher democratic representation in the Northern Areas.

In the morning, at HMCS Sackville, now docked in Dartmouth to coincide with the play Corvette Crossing, I attended a multi-denominational prayer service held to honour the many Canadians who served on our corvettes in the icy North Atlantic during World War II. This event, the inspiration of Neil Black, brought together veterans and community and religious leaders from many faiths and will become an annual event.

This morning, by unanimously allowing the inclusion of this amendment in Bill C-38, the House has demonstrated good faith and shown that all these religious groups have nothing to fear, that their freedom of religion and their definition of marriage will continue to apply in their institutions.
Ce matin, la Chambre, en ayant permis de façon unanime l'inclusion de cet amendement dans le projet de loi C-38, a fait preuve de bonne foi et a montré que tous ces groupes religieux n'ont aucune crainte à avoir, que leur liberté de religion et leur définition du mariage continueront de s'appliquer dans leurs édifices.

Be that what it may, I have some questions here from the statements by the previous presenters where they were saying that the religious dissidents will be protected, yet this morning we heard from an organization that represented two million people and they stated that no decision had been made yet as to religious education in schools and it varied from choices of no religions being taught to the status quo, two religions, to numerous religions being taught to a final one, a generic form of moral instructions.
En tout cas, j'ai des questions à vous poser à la lumière de ce qu'ont dit les témoins qui vous ont précédé et selon lesquels les dissidents religieux seraient protégés. Nous avons pourtant entendu ce matin les représentants d'une organisation qui représente deux millions de personnes qui sont venus nous dire qu'aucune décision n'avait encore été prise quant à l'enseignement religieux dans les écoles et qu'il y avait une multitude de scénarios possibles: aucun enseignement religieux, le statu quo, deux religions, de nombreuses religions, ou encore une forme d'enseignement générique portant sur les valeurs morales.
