Moreover, in April 2014, the interinstitutional task force on the multiannual plans concluded its deliberations, during which the co-legislators recognised the importance of working together to find practical solutions, notwithstanding differences in their interpretation of the legal framework provisions. Notwithstanding the provisions of paragraph 1, the provisions of this Agreement shall take precedence over the provisions of any bilateral agreement on customs cooperation and mutual administrative assistance which has been or may be concluded between individual Member States of the Community and Japan, insofar as the provisions of the latter are incompatible with those of this Agreement.

(13) In order to speed up the recovery of small claims, the judgment should be enforceable notwithstanding any possible appeal and without the condition of the provision of a security except as provided in this Regulation.
