Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). Reiterates its view that Pakistan has a key role in the region and that a stable, secular and lawful Pakistan is of vital importance to stability in Afghanistan and the wider region; stresses, furthermore, Pakistan's potential role in the Afghan peace process; stresses that Pakistan must not serve as a safe haven for al-Qa'ida and the Taliban; recognises that the devastating floods of August 2010 have been a setback for Pakistan's new government, which had been starting to make progress in dealing with numerous challenges; urges the Council and the Commission, together with the wider international community, to respond with a strong show of solidarity and concrete support to Pakistan's urgent need for post-flood reconstruction and rehabilitation and the country's aspirations to build a strong and prosperous society; welcomes and further encourages EU efforts to bolster political support for stepping up institution- and capacity-building in Pakistan and helping Pakistan's democratic institutions to combat extremism, in particular by seeking the abolition of the blasphemy laws and supporting Pakistan's civil society; calls on Pakistan to immediately adhere to the Non-Proliferation Treaty and to fully cooperate with the International Atomic Energy Agency in disclosing Pakistan's nuclear arsenal and facilities;

Regrets, however, that Pakistan has consistently failed to fulfil its obligations to introduce meaningful and representative democratic structures in AJK; notes in particular the continuing absence of Kashmiri representation in the Pakistan National Assembly, the fact that AJK is governed through the Ministry of Kashmir Affairs in Islamabad, that Pakistan officials dominate the Kashmir Council and that the Chief Secretary, the Inspector-General of Police, the Accountant-General and the Finance Secretary are all from Pakistan; disapproves of the provision in the 1974 Interim Constitution which forbids any political activity that is not in accordance with the doctrine of Jammu and Kashmir as part of Pakistan and obliges any candidate for a parliamentary seat in AJK to sign a declaration of loyalty to that effect; is concerned that the Gilgit-Baltistan region enjoys no form of democratic representation whatsoever; furthermore, draws attention to the fact that the Government of Pakistan's 1961 Jammu and Kashmir (Administration of Property) Ordinance transferred the land controlled by Pakistan and which belonged to the State of Jammu and Kashmir on 15 August 1947 to the Federal Government;
