H. whereas a Palestinian unity government endorsed by Hamas and Fatah was established in April 2014, accepting the Quartet principles of non-violence, adherence to past agreements and the recognition of Israel, and was supported by the US and the EU; whereas efforts towards Palestinian reconciliation have however failed to make tangible progress; whereas the government has been unable to exercise its authority over the Gaza Strip; whereas the Palestinian leadership has continued to be mired in internal power struggles with, most recently, the President of the Palestinian Authority (PA), Mahmoud Abbas, resigning from the PLO Executive Committee and calling for an emergency meeting of the Palestinian National Council; whereas the PA is facing mounting charges of practices of patronage, authoritarianism and the arrest of critics, corruption and the misuse of public funds;
H. considérant que le gouvernement d'unité palestinien soutenu par le Hamas et le Fatah a été formé en avril 2014 avec le soutien des États-Unis et de l'Union européenne et qu'il souscrit aux principes prescrits par le Quatuor de non-violence, de respect des accords antérieurs et de reconnaissance d'Israël; considérant que les efforts déployés en vue de la réconciliation palestinienne n'ont toutefois pas amené des progrès tangibles; considérant que le gouvernement n’a pas été en mesure d’exercer son autorité sur la bande de Gaza; considérant que les dirigeants palestiniens ont continué de s’enfermer dans des luttes de pouvoir intestines, dont la dernière en date a vu le président de l’Autorité palestinienne (AP), Mahmoud Abbas, démissionner du Comité exécutif de l'OLP et appeler à une réunion d’urgence du Conseil national palestinien; considérant que l’AP doit faire face à des accusations de plus en plus nombreuses de pratiques de favoritisme, d’autoritarisme et d’arrestation de personnalités critiques, de corruption et de détournement de fonds publics;

22. Deplores continued Palestinian disunity and calls on all Palestinian forces to resume efforts towards reconciliation, notably through the holding of the long overdue presidential and legislative elections; denounces attempts to undermine this potentially historic process, and calls on the Israeli authorities to release all 12 members of the Palestinian Legislative Council currently in detention, as well as all other Palestinian political prisoners and those under administrative detention without charges; calls on the EU to take concrete action to promote reconciliation and to support the Palestinian unity government;

19. Reiterates its call for genuine Palestinian unity, which is an essential part of the Middle East peace process; regrets the recent setbacks in the Palestinian reconciliation process, following the partial reshuffle of the national consensus government in late July 2015; notes President Mahmoud Abbas’ announcement about his stepping down as head of the Palestinian Liberation Organisation, along with a number of members of the PLO Executive Committee; reiterates its call for presidential and parliamentary elections in Palestine, which should strengthen the democratic legitimacy of the Palestinian political leadership, contribute to intra-Palestinian reconciliation and reduce the political influence of extremist forces, including Hamas;
19. réitère son appel en faveur d'une véritable unité palestinienne, qui est un élément essentiel du processus de paix au Proche-Orient; déplore les récents revers essuyés dans le processus de réconciliation palestinienne, après le remaniement partiel du gouvernement de consensus national à la fin du mois de juillet 2015; prend acte de l'annonce par le président Mahmoud Abbas de sa démission en tant que chef de l'Organisation de libération de la Palestine, avec un certain nombre de membres du Comité exécutif de l'OLP; réitère son appel pour des élections présidentielles et législatives en Palestine, qui devraient renforcer la légitimité démocratique de la direction politique palestinienne, contribuer à la réconciliation intra-palestinienne et réduire l'influence politique des forces extrémistes, y compris le Hamas;

I. whereas Palestinian unity is an essential part of the Middle East peace process and a necessary condition for the two-state solution; whereas, however, it continues to be undermined by intra-Palestinian political tensions and by the Israeli blockade of the Gaza Strip and the lack of effective authority of the Palestinian Authority in this area;

The European Union reiterates its call for intra-Palestinian reconciliation behind the strong leadership of President Mahmoud Abbas, in line with the principles set out in his speech of 4 May 2011, as an important element for the unity of a future Palestinian state and for reaching a two-state solution.

L'Union européenne rappelle qu'elle plaide en faveur d'une réconciliation entre les Palestiniens sous la direction résolue du président Mahmoud Abbas, conformément aux principes énoncés dans son discours du 4 mai 2011; il s'agit pour elle d'un élément important pour assurer l'unité d'un futur État palestinien et pour parvenir à une solution fondée sur la coexistence de deux États.

The European Union has consistently called for intra-Palestinian reconciliation behind President Mahmoud Abbas, in line with the principles set out in his speech of 4 May 2011, as an important element for the unity of a future Palestinian state and for reaching a two-state solution. In this regard, it recalls its Council Conclusion in May 2011.
9. Mr. Speaker, tragically, the Palestinian unity government has collapsed.

The solution is a political one: stop the military occupation and the expansion of settlements, recognise the Palestinian Government of national unity, and work to achieve Palestinian unity and not division.
