TRADUCTIONS EN CONTEXTE

Regulation (EC) No 998/2003 lays down more stringent animal health requirements for pet animals moved into Member States from countries or territories other than those listed in Part C of Annex II thereto. Those requirements include checks on the effectiveness in individual animals of the anti-rabies vaccination by titration of antibodies in a laboratory approved in accordance with Council Decision 2000/258/EC of 20 March 2000 designating a specific institute responsible for establishing the criteria necessary for standardising the serological tests to monitor the effectiveness of rabies vaccines .
Le règlement (CE) no 998/2003 énonce des conditions de police sanitaire plus contraignantes en cas d’introduction d’animaux de compagnie dans des États membres depuis des pays ou des territoires autres que ceux énumérés à son annexe II, partie C. 3. The subsequent non-commercial movement into another Member State of pet animals referred to in paragraph 1 of this Article shall be prohibited, except where they are moved in accordance with the conditions laid down in Article 6 or where they have been authorised to be moved in accordance with Article 7 and the Member State of destination has also authorised the movement into its territory from territories or third countries in accordance with paragraph 1 of this Article.
3. (29) Therefore, in order for the Member States to verify compliance with the rules laid down in this Regulation and to take the necessary action, this Regulation should require the person accompanying the pet animal to present the required identification document at the time of any non-commercial movement or entry into a Member State and provide for targeted or random documentary and identity checks on pet animals moving for non-commercial purposes into a Member State from another Member State.

(13) The improvement in the rabies situation in the Union prompted Ireland, Malta, Sweden and the United Kingdom to abandon the system of mandatory six months’ quarantine which they applied for decades to certain pet animals moving into their territories, in favour of the alternative, less restrictive system providing an equivalent level of safety laid down in Regulation (EC) No 998/2003.
(13) L’amélioration du statut au regard de la rage dans l’Union a conduit l’Irlande, Malte, la Suède et le Royaume-Uni à abandonner le système de six mois de quarantaine obligatoire qu’ils ont appliqué pendant des décennies à certains animaux de compagnie introduits sur leur territoire au profit de l’autre système, moins contraignant et apportant un niveau de sécurité équivalent, qui est prévu par le règlement (CE) n° 998/2003.

It should also require Member States to carry out systematic documentary and identity checks at designated entry points on pet animals moving for non-commercial purposes into a Member State from third countries or territories.
Le présent règlement devrait également prévoir que les États membres effectuent, à des points d’entrée désignés comme tels, des contrôles documentaires et d’identité systématiques des animaux de compagnie introduits à des fins non commerciales dans un État membre depuis un territoire ou un pays tiers.

(34) In order to ensure uniform conditions for the implementation of this Regulation with respect to the list of Member States or parts thereof categorised in accordance with the conditions for derogating from certain conditions applicable to the non-commercial movement between Member States of equivalent status with regard to rabies of pet animals of the species listed in Part A of Annex I and with the rules concerning preventive health measures against diseases and infections other than rabies and the lists of third countries or territories for the purpose of derogating from certain non-commercial movement conditions, the model for the identification documents that are to accompany pet animals of the species listed in Annex I being moved for non-commercial purposes into a Member State from another Member State or from a third country or territory, safeguard measures in the event of the occurrence or spread of rabies, and the uniform application of information requirements, implementing powers should be conferred on the Commission.
(34) Il convient que la Commission se voie conférer des pouvoirs d’exécution afin de garantir des conditions uniformes d’application du présent règlement en ce qui concerne: la liste des États membres ou parties d’États membres classés conformément aux règles de dérogation à certaines conditions applicables aux mouvements non commerciaux d’animaux de compagnie des espèces répertoriées à l’annexe I, partie A, entre des États membres dont le statut au regard de la rage est équivalent, et conformément aux règles relatives aux mesures sanitaires de prévention de maladies ou d’infections autres que la rage; les listes de territoires ou de pays tiers aux fins de la dérogation à certaines conditions applicables aux mouvements non commerciaux; le modèle de document d’identification destiné à accompagner les animaux de compagnie des espèces répertoriées à l’annexe I introduits à des fins non commerciales dans un État membre depuis un autre État membre ou depuis un territoire ou un pays tiers; les mesures de sauvegarde en cas d’apparition ou de propagation de la rage; l’application uniforme des obligations d’information.

The Member State of destination may exempt pet animals moving between these three Member States from the vaccination and antibody titration requirements provided for in the first subparagraph of this paragraph, in accordance with national rules in force on the date specified in the second paragraph of Article 24.
