Such a moment occurred this week, when MPs commemorated the 125th anniversary of the birth of Portuguese diplomat Aristides de Sousa Mendes, and the 40th anniversary of his saving 30,000 people—12,000 of them Jews—with his visas for life in 1940, reminding us of the Talmudic/Koranic adage that whoever saves a single life, it is as if he or she has saved an entire universe.

If you will allow me, Mr President, I would like to finish with some thanks, and with a very personal thank you to the Minister for Foreign Affairs, who is sitting here beside me, who has accompanied me throughout these six months, to the Secretary of State for European Affairs, who is here with me, but I would also like to thank the Portuguese diplomatic corps, which organised everything, working in the background and often unacknowledged for the fruits of its labours; I want to thank the whole Portuguese diplomatic corps that gave of its best for its country and for Europe and was headed by one of the great Portuguese ambassadors, ambassador Mendonça e Moura, who is here with me.
Si vous me le permettez, Monsieur le Président, j’aimerais finir par des remerciements, en adressant un remerciement très personnel au ministre des affaires étrangères, assis ici près de moi, qui m’a accompagné au cours de ces six mois, au secrétaire d’État des affaires européennes, ici près de moi, mais j’aimerais aussi remercier le corps diplomatique portugais, qui a tout organisé, travaillé dans l’ombre et dont les fruits de ses travaux n’ont pas souvent été reconnus; je souhaite remercier l’ensemble du corps diplomatique portugais qui a donné le meilleur pour son pays et pour l’Europe, et qui fut présidé par l’un des grands ambassadeurs portugais, l’ambassadeur Mendonça e Moura, qui se trouve ici avec moi.

Therefore we should be pleased, congratulate ourselves and above all thank the President of the Council and his whole team, the Portuguese diplomatic corps, the Foreign Affairs Minister, the Secretary of State and the whole Government, and also the President of the European Commission and the Commission itself for their contribution, because it has been a great Presidency and I am very proud of that.

This Agreement shall also be drawn up in the Bulgarian, Czech, Danish, Dutch, Estonian, Finnish, French, German, Greek, Hungarian, Italian, Latvian, Lithuanian, Maltese, Polish, Portuguese, Romanian, Slovak, Slovenian, Spanish and Swedish languages, and the Contracting Parties shall authenticate those language versions by an exchange of diplomatic notes.

Notes that the Portuguese Presidency followed the German initiatives under the guidelines and instructed all EU diplomatic missions in priority countries to regard the country-specific strategies adopted by COHOM on 15 June 2007 as standing instructions to be incorporated in the work of the Heads of Mission in the area of children in armed conflicts; welcomes the fact that the Presidency-in-office has also forwarded to local Presidencies the reports received by relevant NGOs regarding specific countries; welcomes the Slovenian Presidency's initiative in commissioning a study on the impact of EU measures on children affected by armed conflict; stresses in this connection the limited impact the guidelines have on children and armed conflicts, owing in particular to the fact that the majority of the Commission delegations and Member State embassies were not informed that their host country was considered a priority country for the application of these guidelines;
