– (FR) Mr President, I strongly regret that I was unable to vote in favour of the resolution on Iraq, not because I am a warmonger or because I am in favour of intervention outside the rules of law, but because all of the amendments that have been adopted considerably distorted the original intentions of those who drew up the compromise text and led to a text that considerably dilutes Iraqi responsibilities, which appears to exonerate Iraq from playing any part in the terrorist threat and which, I am convinced, will be received in Iraq with sniggers from Saddam Hussein, not to mention an even more irreverent attitude towards texts produced by Parliament.
- Monsieur le Président, à mon vif regret, je n'ai pas pu voter en faveur de la résolution sur l'Irak, non que je sois un va-t-en guerre ou que je sois pour une intervention en dehors des règles de droit, mais parce que l'ensemble des amendements qui ont été adoptés ont considérablement dénaturé les intentions originelles des rédacteurs du texte de compromis, ont conduit à un texte qui dilue considérablement les responsabilités irakiennes, qui semble exonérer l'Irak de toute participation à la menace terroriste et qui, et c'est là ma conviction, sera accueilli en Irak par des ricanements de la part de Saddam Hussein, pour ne pas imaginer des attitudes encore plus irrévérencieuses à l'égard des productions textuelles de notre Parlement.

Senator Bryden must draw his own conclusions with regard to whether he has seen the receipts as a result of 10 years of surveillance after what happened between the United States and Iraq and, in particular, Saddam Hussein, and as a result of the work of all the operatives of the United States and other countries who have been examining the situation from the inside, hopefully for the right reasons, that is, to disarm and bring peace to that part of the world and to the world as a whole.

The very fact that in the aftermath of the Iraqi genocidal Anfal campaign in 1988 and in the aftermath of the genocidal campaign against the Marsh Arabs in the south of Iraq at the end of the first gulf war, we still could not bring ourselves to set up an international criminal tribunal for Iraq which allowed Saddam Hussein to interpret from our inaction, if not indifference, that he could continue with his Nuremberg criminality.

Quite frankly, I think it has more to do with the anti-American comments coming from three debates on Iraq in which we've heard members of Parliament say the United States is more of a threat to world security than Saddam Hussein, in which we've heard the Americans being called various names by members of the governing party—including the Prime Minister's very anti-American comments—and now with a cabinet minister—the natural resources minister, I believe—making his statements.

While on the one hand he had unanimous rejection of the concept of support for a unilateral American intervention in Iraq, on the other hand he did receive indications from a variety of nations that in a hypothetical sense they thought the world would be a better place without Saddam Hussein.

We will also have to consider putting more pressure on the People’s Republic of China and on Russia to put an end to their military collaboration with Iraq, but, above all, we will also have to consider a different type of bombing which consists of bombarding Iraq day and night with information, using satellite broadcasting and bombarding the whole country with leaflets, so that the citizens are aware of the international community’s policy but, more importantly, so that they are aware of Saddam Hussein’s policy, which allows him to misappropriate most of the aid that he receives from the oil for food programme.
Il faudra aussi penser à accentuer la pression sur la République populaire de Chine et sur la Russie pour qu’elles arrêtent leur collaboration militaire avec l’Irak, mais il faudra aussi surtout penser à un nouveau type de bombardement, un bombardement d’informations, jour et nuit, avec des satellites, avec des bombardements de tracts sur l’ensemble du pays, pour que les citoyens connaissent la politique de la communauté internationale, mais pour qu’ils connaissent surtout la politique de M. Saddam Hussein, une politique qui lui permet de détourner une grande partie des fonds qui lui viennent du programme "Food".
