Deplores the rejection of Kosovo’s application for UNESCO membership, due also to active obstruction by Serbia – contradicting its commitment to developing good‑neighbourly relations – but also due to a lack of unanimity among member states; welcomes the adoption of the law protecting the historical heritage of Prizren and calls for its full implementation, but points out, nonetheless, the threats posed to the city’s heritage by widespread illegal building; welcomes the fact that several Serb religious and cultural heritage sites regrettably destroyed in 2004 have been renovated, such as the Orthodox cathedral, and calls for continuing renovation of Serbian religious and cultural heritage; calls, in this connection, on the interested parties, including the Kosovo authorities, the Serbian Government, the Serbian community in Kosovo and the Serbian Orthodox Church, to find a system for the promotion, protection and conservation of Kosovo’s cultural and religious heritage, which should be treated as common European heritage; welcomes the fact that the Kosovo constitution enshrines Kosovo’s commitment to the preservation and protection of its cultural and religious heritage, and calls for further efforts to protect the rights of all religious minorities; underlines the fact that joining international and regional organisations and mechanisms should be a priority for Kosovo; recalls, in this context, the importance of complying with the agreement reached on regional cooperation; believes that the establishment of the Regional Youth Cooperation Office of the Western Balkans (in the framework of the Berlin Process), which is being actively promoted by many, will bring positive results, in particular as regards relations between the young people of Serbia and Kosovo;
26. déplore le rejet de la demande d'adhésion du Kosovo à l'UNESCO, due notamment à l'obstruction active de la Serbie, qui contredit son engagement à entretenir de bonnes relations de voisinage, mais aussi à l'absence d'unanimité parmi les États membres; salue l'adoption de la loi visant à protéger le patrimoine historique de Prizren et appelle de ses vœux sa mise en œuvre intégrale, tout en rappelant que ce patrimoine est menacé par les constructions illégales, qui se multiplient; se félicite de ce que plusieurs sites du patrimoine culturel et religieux serbe, malheureusement détruits en 2004, aient été rénovés, comme la cathédrale orthodoxe, et appelle à la poursuite de la rénovation du patrimoine religieux et culturel serbe; presse, à cet égard, les parties concernées, notamment les autorités kosovares, le gouvernement serbe, la communauté serbe du Kosovo et l'Église orthodoxe serbe, de trouver un système acceptable de promotion, de protection et de conservation du patrimoine culturel et religieux du Kosovo, qui devrait être traité comme un patrimoine européen commun; se félicite de ce que la constitution du Kosovo consacre la détermination de celui-ci à préserver et protéger son patrimoine culturel et religieux et demande que davantage d'efforts soient déployés pour protéger les droits des différentes minorités religieuses; souligne que l'adhésion aux organisations et aux mécanismes internationaux et régionaux devrait figurer parmi les priorités du Kosovo; rappelle à cet égard la nécessité de respecter l'accord conclu dans le domaine de la coopération régionale; estime que la mise en place de l'Office régional de coopération pour la jeunesse des Balkans occidentaux (dans le cadre du processus de Berlin), qui est activement promu par de nombreux acteurs, apportera des résultats positifs, en particulier pour les relations entre les jeunes de Serbie et du Kosovo;

Kosovo has advanced its renovation activities of Serbian Orthodox sites in cooperation with relevant participants from the Church and from the Serbian authorities.

6. Emphasises the need for greater transparency in communicating the outcomes of the Belgrade-Pristina dialogue and involving the parliaments and civil societies concerned in the implementation process; stresses, in this regard, the need for the Serbian and Kosovo negotiators to build public trust and reach out to citizens, women and men; calls on the Serbian authorities in Belgrade, Mitrovica and south of the Ibar river to do more to increase community interaction between Kosovo Serbs and Albanians, in particular by encouraging schools and community centres to teach the Albanian language; emphasises that Kosovo Albanians must also be strongly encouraged to interact more with the Serbian communities around them and to learn the Serbian language, as a vital element of the integration of the Serbian community in Kosovan society, future dialogue and bi-communal governance;
6. souligne qu'une plus grande transparence s'impose dans la communication des résultats du dialogue entre Belgrade et Pristina et la participation des sociétés civiles et des parlements concernés au processus de mise en œuvre; insiste, à cet égard, sur la nécessité, pour les négociateurs kosovars et serbes, de renforcer la confiance du public et d'être à l'écoute des citoyens, hommes et femmes; invite les autorités serbes de Belgrade, de Mitrovica et du sud de l'Ibar à agir davantage pour accroître les échanges entre les communautés serbe et albanaise, notamment en encourageant les écoles et les centres socioculturels à enseigner la langue albanaise; souligne qu'il est aussi impératif d'encourager vivement les Albanais du Kosovo à communiquer davantage avec les communautés serbes situées autour d'eux et à apprendre le serbe, élément essentiel pour l'intégration de la communauté serbe du Kosovo dans la société kosovare, mais aussi pour l'avenir du dialogue et de la gouvernance bicommunautaire;

Notes with satisfaction the progress made by Serbia, and in particular its unilateral implementation of the Interim Agreement; is of the opinion that such unilateral implementation, carried out against the background of the financial crisis, shows that country's commitment to moving forward on the path to membership of the Union; therefore urges the Council to decide on the ratification of the Interim Agreement without delay; requests Serbia to cooperate fully with the ICTY; welcomes in this respect the report, submitted on 4 June 2009, of the Chief Prosecutor of the ICTY, stating that Serbia has made additional progress in its cooperation with the ICTY; attaches importance to the fact that prosecutions are continuing in the War Crimes Chamber of the Belgrade District Court; welcomes the signing of the police protocol by the Serbian authorities with the European Union Rule of Law Mission in Kosovo (EULEX KOSOVO) and calls on Serbia to further step up its cooperation with EULEX KOSOVO, especially as regards EULEX KOSOVO's operations in northern Kosovo; regrets the call addressed by the Serbian authorities to the Kosovo Serbs for a boycott of the local elections on 15 November 2009 and urges them to adopt a constructive approach aimed at encouraging the active participation of the Kosovo Serb community in the Kosovo institutions;
