Q. whereas impunity continues to be a hallmark of the violence, notwithstanding the fact that the Transitional Council has adopted and the interim President signed into law the establishment of a Special Criminal Court, comprised of both national and international judges and prosecutors, that will investigate and prosecute grave human rights violations committed in the CAR since 2003;

Calls on the CAR authorities to focus on fighting against impunity and on the re-establishment of the rule of law, also by holding accountable before justice those responsible for violence; welcomes the creation of the Special Criminal Court to investigate and prosecute grave human rights violations committed in the country since 2003 and points out the urgent need to make it operational; stresses that international financial and technical support is essential for its functioning; calls for an international pledging meeting for donors as soon as possible; encourages the CAR authorities to adopt an efficient and transparent recruitment procedure for staffing the Court;
3. demande aux autorités de la République centrafricaine de concentrer leurs efforts sur la lutte contre l'impunité et sur le rétablissement de l'état de droit, notamment en traduisant les responsables des violences devant la justice; salue la mise en place de la Cour pénale spéciale, chargée d'enquêter sur les graves violations des droits de l'homme commises en RCA depuis 2003 et d'en poursuivre les auteurs, et insiste sur la nécessité urgente de la rendre opérationnelle; souligne que cette Cour a hautement besoin d'une aide financière et technique internationale pour pouvoir s'acquitter de sa mission; demande la convocation d'une réunion des donateurs internationaux dans les plus brefs délais afin qu'ils puissent officialiser leurs engagements; exhorte les autorités centrafricaines à adopter une procédure de recrutement efficace et transparente pour le personnel de la Cour;
