IN-CONTEXT TRANSLATIONS

While the Committee is reporting Bill C-377 without amendment, it wishes to observe that after three weeks of study — hearing from forty-four witnesses and receiving numerous submissions from governments, labour unions, academics, professional associations and others — the vast majority of testimony and submissions raised serious concerns about this legislation.

The Commission shall in turn make observations within 3 months of the date of submission of the PA and shall adopt the Agreement no later than 4 months from its submission, provided that the Member State has adequately taken into account the observations made by the Commission.

Calls upon the Council and Commission to develop a political strategy in relation to EU election observation missions, including submission of the political blueprint associated with each mission; demands that, two years after each mission, an assessment of the democratic progress made and those aspects needing further improvement be submitted during Parliament's annual human rights debate with the High Representative/Vice-President; reaffirms the benefits of calling on former parliamentarians to make their competence and experience available to election observation missions or their follow-up;
