– (CS) Mr President, it was one year ago last week that a very comprehensive bill on labelling textile products, as tabled by our Committee on the Internal Market and Consumer Protection, was passed by a large majority at first reading.

In particular, it was agreed that: (1) the US Administration would propose to Congress that it adopt a Bill as annexed to the procès-verbal, containing an amendment to the US origin rules, set forth in 19 U.S.C. 3592 and to make its best efforts to ensure that the Congress enact this Bill expeditiously, and (2) new rules on visas would provide that a single import visaed invoice/licence could be used on multiple shipments of textile products of cotton or consisting of fibre blends containing 16 % or more by weight of cotton exported from the EC or products of cotton when these products are made up in the EC from fabric which is dyed and printed in the EC and has undergone in the EC two or more finishing operations.

(9) Hence, in the absence of a bill to amend US rules of origin for textiles put before the US Congress and resulting in the adoption of legislation in full compliance with US commitments arising from the Uruguay Round, the Commission considered that it was in the Community's interest to act rapidly against the US through official action.

In a letter to Mr Clayton Yeutter, the United States' Trade Representative, Mr Willy De Clercq, Member of the Commission with special responsibility for External Relations and Commercial Policy, has expressed concern at the textiles bill tabled in the American Congress on 19 February.
Dans une lettre qu'il vient d'adresser à Mr Clayton YEUTTER, Représentant américain pour le Commerce, Mr Willy DE CLERCQ, Membre de la Commission responsable de la politique commerciale et des relations extérieures, a exprimé sa préoccupation face à l'introduction au Congrès américain le 19 février dernier, d'un projet de loi dans le secteur textile.

"I am seriously concerned by the news that the Senate votes in favour of the Textile and Apparel Trade Bill last Friday, almost one year after the passage through the House of Representatives of the latter's different version of the Bill.
M. Willy DE CLERCQ a conclu comme suit : "Je trouve extrêmement préoccupante l'annonce du vote émis vendredi dernier par le Sénat en faveur du "Textile and Apparel Trade Bill" (loi sur le commerce des textiles et de l'habillement), près d'un an après l'adoption par la Chambre des représentants de sa propre version de cette loi.

While regarding textiles, the bill excludes the E.C. from restrictive measures, the Community is convinced that US action will put at risk the existence of the MFA, which remains in its view the necessary international mechanism for the orderly development of trade in textile.

Le President des Etats-Unis devra peser les avantages et les inconvenients de la loi avant de signer cette mesure ou d'y opposer son veto.
