Recommends that steps be taken to strengthen transatlantic relations with the United States through a new Transatlantic Partnership Agreement replacing the currently existing NTA; suggests in this regard the establishment of a regular review mechanism for such a Transatlantic Partnership Agreement, whereby experts from the EU and the United States strive constantly to improve the Transatlantic Partnership so as to exploit its full potential; underlines that only the wider involvement at all levels of the US Congress, the Parliament and national parliaments will make it possible truly to enhance the whole process and that the existing interparliamentary exchange should be gradually transformed into a de facto Transatlantic Assembly;

having regard to its previous resolutions on transatlantic relations, in particular its two resolutions of 1 June 2006 on improving EU-US relations in the framework of a Transatlantic Partnership Agreement (1) and on EU-US transatlantic economic relations (2), and its resolution of 25 April 2007 on transatlantic relations (3),

The reality of the transatlantic market should be put into an operational and strategic concept that can gather sufficient public and political support. That is why the rapporteur recommends that by the next 2006 summit the EU and the US agree to update the New Transatlantic Agenda (NTA) of 1995 and the Transatlantic Economic Partnership (TEP) that leads to the achievement of a "barrier-free transatlantic market" by 2015 with a 2010 accelerated target date for financial services and capital markets.

7. Recommends that by the next 2006 summit, the EU and the US agree to both update the New Transatlantic Agenda (NTA) of 1995 and the Transatlantic Economic Partnership (TEP) of 1998 and draw up a new transatlantic partnership agreement that covers both and leads to the achievement of a "barrier-free transatlantic market" by 2015 with a 2010 accelerated target date for financial services and capital markets; this initiative should be based on the Economic Initiative adopted at the June 2005 EU-US Summit and the Joint EU-US Work Programme, setting specific sector-by-sector objectives with a view to taking stock of the progress achieved in 2005-2006 and specifying future steps to be taken;
7. recommande que lors du prochain sommet de 2006, l'Union européenne et les États-Unis conviennent à la fois d'actualiser le nouvel agenda transatlantique de 1995 et le partenariat économique transatlantique de 1998 et mettent au point un nouvel accord de partenariat transatlantique qui couvre les deux et conduise à l'instauration d'un "marché transatlantique sans entraves" d'ici 2015, cet objectif devant être atteint dès 2010 en ce qui concerne les services financiers et les marchés de capitaux; souligne que cette initiative devrait se fonder sur l'initiative économique décidée lors du sommet UE-États-Unis de juin 2005 ainsi que sur le programme de travail commun UE-États-Unis mettant en place des objectifs concrets selon une approche sectorielle, pour établir un bilan des progrès réalisés en 2005-2006 et préciser les étapes futures;

9. Emphasises that the strengthening of transatlantic economic cooperation should not lead to downward harmonization in the regulatory field that would erode consumer confidence with regard to health and safety; therefore urges that the Transatlantic Consumer Dialogue and the Transatlantic Environmental Dialogue be revitalized to develop "best practices" to advance consumer health, safety and environmental protection, thus facilitating a more sustainable transatlantic marketplace;

There can be no reservations in declaring that its outcome was excellent. Both parties maintained a commendable constructive spirit across the whole range of issues discussed. This exemplifies what I stated earlier. It shows that regardless of some frustration on our side because of our aim of maintaining a more intense relationship with the United States, the fact is that due to the intensity and closeness of the transatlantic relationship the United States is currently one of the Union’s very special partners.

With regard to other considerations that have been expressed here on the United States’ lamentable tendency to act unilaterally in many areas, not only in these matters of trade policy but also in other matters of general policy, the Presidency can only agree with many of the positions expressed here. I therefore believe that the forthcoming EU-US Summit to be held in Washington on 2 May will be a good opportunity for the Presidency of the Council and the Presidency of the Commission to remind the United States’ President that the spirit of the Transatlantic Declaration, which, as has been mentioned, was signed in 1995, binds the parties to maintain a spirit of cooperation, to seek common ground and not to seek ground that separates us and, in the fine tradition of the intense relationship between the United States and Europe, it is in the interests of both parties, the United States and Europe, to seek points of agreement and not of disagreement.

We need to reflect on other initiatives which might have a little more political resonance or visibility, so as to breathe new life into a transatlantic agenda which some of you now consider to have become too much of a ritual, even sometimes to have run out of steam altogether.
