Does not agree with the Commission's policy with regard to duties on tobacco and alcoholic products, particularly with regard to upwards harmonisation, through the constant raising of minimum taxation levels; stresses the serious law and order problems associated with smuggling, particularly that originating in non-EU countries, and which is less attributable to the different levels of taxation in the various Member States than it is to the high level of taxation overall;
