Insists that without comprehensive and substantial means, such global action will not be successful; underlines that addressing new and chronic disasters and vulnerabilities requires avoidance of parallel systems, a broadening of the funding base, long-term predictable investments, and compliance with the new sustainable development agenda, notably by promoting joint risk and needs assessment, planning and financing among humanitarian, development and climate change actors; underlines that an increased complementarity between humanitarian and development aid is needed in order to address effectiveness and the humanitarian financing gaps, and should go hand in hand with increased development aid and humanitarian funding; recalls, in this context, the longstanding international commitment to reach the target of 0,7 % of GNI;

21. Stresses the need for the EU, along with the Ukrainian authorities, to devote further attention to the humanitarian crisis in Ukraine and in Crimea and to address the catastrophic humanitarian situation, in particular the situation of internally displaced persons (IDPs); calls on the Commission and on the Commissioner for Humanitarian Aid and Crisis Management to prepare a robust, direct and long overdue humanitarian action, omitting intermediary organisations, in the form of ‘Blue Convoy’ type humanitarian action clearly marked as coming from the EU; calls on the Commission to present such a plan of action to the Parliament within the next two months; stresses the need for further financial assistance for Ukraine from the EU and its Member States to help it cope with the dire humanitarian crisis; echoes the alerts issued by the WHO to the effect that eastern Ukraine is facing a health emergency, with hospitals not fully functioning and a shortage of medicines and vaccines, and calls for increased and more effective humanitarian assistance to IDPs, with regard in particular to children and the elderly, and for full and unhindered access for the International Committee of the Red Cross (ICRC) to the conflict areas; welcomes the enactment of the long-awaited IDP law, as well as the decision to deploy EU experts through the EU Civil Protection Mechanism to advise the Ukrainian authorities on IDP issues;

Supports Turkey’s commitment to democratic forces in Syria and the provision of humanitarian assistance to the increasing number of refugees from Syria who have fled the country; recognises the fact that the repercussions of the rapidly deteriorating situation in Syria on the security and stability of the region are multiplying; asks the Commission, the Member States and the international community to continue to support Turkey’s efforts to cope with the growing humanitarian dimension of the Syrian crisis; underlines the importance of a common understanding between the EU and Turkey on how to deliver the available humanitarian assistance to the displaced Syrians currently on Turkish territory or waiting at its borders; underlines that beyond humanitarian assistance, the EU and Turkey should actively seek to develop a joint strategic vision to achieve reinforced leverage to end the tragic crisis in Syria;

5. The humanitarian, emergency and post-emergency assistance shall be financed under the multi-annual financial framework of cooperation under this Agreement, where such assistance cannot be financed from the Union's Budget.
