Within the Commission’s ‘Global Europe strategy’ particular attention should be paid to ensure favourable trade conditions for KETs through bilateral and multilateral means, i.e. avoid international market distortions, facilitate market access and investment opportunities, improve IPR protection, and reduce the use of subsidies and tariff and non-tariff barriers at global level.

To foster innovation also internationally, the Commission will work towards favourable external trade conditions for digital goods and services, e.g. develop a stronger partnership to deliver market access and investment opportunities, reduce tariff and non-tariff barriers at global level, improve IPR protection and avoid market distortions.

The most frequent non-tariff barriers are burdensome customs procedures as well as discriminatory tax rules and practices, technical regulations, standards and conformity assessment procedures, sanitary and phytosanitary measures (SPS), restrictions on access to raw materials, poor protection/and or enforcement of intellectual property rights, barriers to trade in services and foreign direct investment, restrictive and/or non-transparent public procurement rules as well as abusive use of trade defence instruments or unfair use of subsidies.

Innovatieve elementen zijn met name essentiële disciplines om regelrecht in te gaan tegen niet-tarifaire belemmeringen in bepaalde sectoren, een verbeterd mechanisme van samenwerking en overleg over technische handelsbelemmeringen en sanitaire en fytosanitaire maatregelen, de invoeging van een hoofdstuk over markttoegang op het gebied van diensten en investeringen, overheidsopdrachten en concurrentie, met inbegrip van subsidies, de versterking van de bescherming en handhaving van intellectuele-eigendomsrechten (met inbegrip van geografische aanduidingen), en een hoofdstuk over de vereenvoudiging van douane en handel.
Innovative elements are in particular substantive disciplines addressing non-tariff barriers in certain sectors head-on; an enhanced mechanism of cooperation and consultation on Technical Barriers to Trade (TBT) and Sanitary and Phytosanitary measures (SPS), the inclusion of a chapter on market access in services and investments, public procurement and competition, including subsidies, the strengthening of the protection and enforcement of intellectual property rights (including Geographical Indications), and a customs and trade facilitation chapter.
