Denounces any attempt to incite hatred and advocate violence towards any minority group, including on grounds of sex or sexual orientation; in this context condemns the tabling of the Anti-Homosexuality Bill in Parliament and urges the Ugandan authorities not to approve the Bill but to review their laws so as to decriminalise homosexuality and decriminalise marginalised groups, including LGBT activists; underlines that an anti-homosexuality law would be extremely detrimental in the fight against HIV/AIDS;
4. dénonce toute incitation à la violence haineuse envers une communauté minoritaire et toute justification fondée notamment sur le sexe ou l'orientation sexuelle; condamne, dans ce contexte, le projet de la loi contre l'homosexualité déposé au parlement ougandais et invite instamment les autorités de ce pays à ne pas l'approuver et à réexaminer au contraire leur législation, de sorte à dépénaliser l'homosexualité et les actes des communautés marginalisées, notamment les actions des militants LGBT; souligne qu'une loi contre l'homosexualité porterait un coup funeste à la lutte contre le VIH/sida;

I have been lobbying the government in my campaign for group resettlement of persecuted GLBT persons from Uganda as a motion introduced by New Democrat Bill Siksay, passed unanimously on March 24, 2010, in the House of Commons and calling on the Government of Canada to continue speaking out against Uganda's anti-homosexual bill.
J'ai fait du lobbying auprès du gouvernement dans le cadre de ma campagne pour la réinstallation collective des GLBT persécutés de l'Ouganda alors qu'une motion présentée par le nouveau néo-démocrate Bill Siksay a été adoptée à l'unanimité des voix à la Chambre des communes le 24 mars 2010. That this House commends the Government of Canada for the clear position it has taken against the Anti-Homosexuality Bill currently being debated in the Parliament of Uganda and encourages continued direct diplomatic efforts in conjunction with other countries and organizations to see the bill withdrawn, homosexuality fully decriminalized in Uganda, and the rights of gay, lesbian, bisexual, transgender and transsexual Ugandans fully respected.

At the 2009 Commonwealth Summit in Trinidad and Tobago, the Prime Minister pulled aside Ugandan President Yoweri Museveni and indicated Canada's deep concern and strong opposition to the draft Ugandan anti-homosexuality bill and that we deplore these kinds of measures.
