Regrets the signing by the Former Yugoslav Republic of Macedonia of the Bilateral Immunity Agreement with the USA, which excludes American citizens and military personnel from the jurisdiction of the International Criminal Court (ICC); points out that the International Criminal Court is a cornerstone of international law and that the Rome Statute has been firmly supported by the EU; calls in this regard on the Government of the Former Yugoslav Republic of Macedonia to find ways to terminate that bilateral agreement, which undermines the full effectiveness of the ICC;
36. déplore la signature par l'ancienne République yougoslave de Macédoine de l'accord bilatéral d'immunité avec les États-Unis, qui soustrait les citoyens et le personnel militaire américains à la juridiction de la Cour pénale internationale (CPI); souligne que la CPI constitue une pierre angulaire du droit international et que le Statut de Rome a été fermement soutenu par l'UE; invite à cet égard le gouvernement de l'ancienne République yougoslave de Macédoine à trouver des moyens de dénoncer cet accord bilatéral, qui entrave le fonctionnement optimal de la CPI;

In this context, the Commission regrets that Albania, Bosnia and Herzegovina and the former Yugoslav Republic of Macedonia have signed bilateral immunity agreements with the United States, which run contrary to the "EU guiding principles concerning arrangements between a state party to the Rome Statute of the ICC and the United States regarding the conditions of surrender of persons to the court" [7].
À cet égard, la Commission regrette que l'Albanie, la Bosnie-et-Herzégovine et l'ancienne République yougoslave de Macédoine aient signé avec les États-Unis des accords d'immunité bilatéraux dont les dispositions sont contraires aux «Principes directeurs de l'UE relatifs aux arrangements entre un État partie au Statut de Rome de la Cour pénale internationale et les États-Unis concernant les conditions de remise d'une personne à la Cour» [7].
