(5) Article 1(5) of Directive 2002/2/EC, which added to Article 12 of Directive 79/373/EEC a new sub-paragraph, already provides for an obligation of manufacturers of compound feedingstuffs to make available to the authorities responsible for carrying out official inspections, on request, any document concerning the composition of feedingstuffs intended to be put into circulation which enables the accuracy of the information given by the labelling to be verified.

It also provides that the competent authorities should monitor the accuracy of the information given by the labelling and that, in order to ensure the effectiveness of such monitoring, the manufacturers of compound feedingstuffs should be obliged to make available to those authorities any document concerning the composition of feedingstuffs intended to be put into circulation in the Community.

4. In cases covered by Article 12, beneficiaries shall supply supporting documents establishing to the satisfaction of the competent authority that the compound feedingstuffs have actually been delivered by tanker or container to a farm or breeding or fattening concern which uses such feedingstuffs.
