Considers that the objective Community criteria restricting the possibility of permanent abandonment may include the following: (a) vineyards in mountainous, coastal and island regions mainly producing wines with geographical indications; (b) vineyards on slopes where soil erosion and the loss of biodiversity must be prevented or in traditional regions of historical importance; (c) vineyards producing wines with a commercial outlet; (d) vineyards where excessive reduction would threaten the existence of a whole terroir or a registered designation of origin; (e) vineyards which received structural aid under Community programmes; (f) cases where the abandonment of wine growing creates environmental risks;

From the 1998/1999 wine year, as regards wine obtained from grapes of varieties classified in the same administrative unit as both wine-grape varieties and varieties for the production of spirits from wine with a designation of origin, the Member States shall be authorised to allow producers who have received premiums from the 1997/98 wine year for the permanent abandonment of part of their vine-growing areas as provided for in Article 8 of Regulation (EC) No 1493/1999 to maintain, for the five wine years following grubbing, the quantity normally produced at the level it stood at before grubbing.
À partir de la campagne 1998/1999 et en ce qui concerne les vins issus de raisins figurant dans le classement pour la même unité administrative simultanément en tant que variétés à raisins de cuve et en tant que variétés destinées à l'élaboration d'eau- de-vie de vin à appellation d'origine, les États membres sont autorisés, pour le producteur qui a bénéficié à partir de la campagne 1997/1998 de la prime d'abandon définitif telle que visée à l'article 8 du règlement (CE) no 1493/1999, pour une partie de la superficie viticole de son exploitation, à maintenir pendant les cinq campagnes qui suivent celle de l'arrachage, la quantité normalement vinifiée au niveau qu'elle avait atteint avant l'arrachage.

4. From the 1998/99 wine year, notwithstanding the preceding paragraph, as regards wine obtained from grapes of varieties classified in a given administrative unit as both wine-grape varieties and varieties for the production of wine spirits, the Member States shall be authorised to allow producers who have received premiums from the 1997/98 wine year for the permanent abandonment of part of their vine-growing areas as provided for in Article 8 of Regulation (EC) No 1493/1999 to maintain, for the five wine years following grubbing, the quantity normally produced at the level it stood at before grubbing.
4. Member States shall communicate to the Commission any areas which they have designated in which the premium for the permanent abandonment of vine-growing may be granted and any conditions to which that designation is subject.
