3. For any request of infrastructure capacity which cannot be met pursuant to paragraph 2a, the one-stop shop shall forward the application for infrastructure capacity without any delay to the competent infrastructure managers and, where relevant, the allocation bodies as referred to in Article 14(2) of Directive 2001/14/EC, who shall take a decision on that application in accordance with Article 13 and Chapter III of that Directive and communicate this decision to the one-stop shop for further processing.
3. Pour toute demande concernant les capacités d'infrastructure qui ne peut être traitée conformément au paragraphe 2 bis, le guichet unique transmet sans tarder la demande de capacités d'infrastructure aux gestionnaires de l'infrastructure compétents et, le cas échéant, aux organismes de répartition visés à l'article 14, paragraphe 2, de la directive 2001/14/CE, qui prennent une décision sur cette demande conformément à l'article 13 et au chapitre III de ladite directive et communiquent cette décision au guichet unique en vue de la suite à donner.
