Having regard the facts that the recast version of the Parent-Subsidiary Directive was adopted in September 2011 and the Common Consolidated Corporate Tax Base Report was adopted this year by the ECON Committee; and taking into account the facts that there are recent estimates indicating that tax evasion and tax avoidance, which cost the governments of the European Union a significant amount of uncollected revenues; whereas the loss of revenues raises the deficit and debt levels of the different Member States; whereas the cooperation between the tax systems of the different Members States would be more and more desirable, it is needed to amend the Directive in order to further tighten the possibility of unintended non-taxation, double taxation or tax-avoidance fraud among the Member States causing more damages to the well functioning of the internal market as stated in the recently adopted Motion for a resolution on 'all for concrete ways to combat tax fraud and tax evasion'.
La refonte de la directive sur les sociétés mères et leurs filiales a été adoptée en septembre 2011 et la commission ECON a voté cette année en faveur du rapport concernant une assiette commune consolidée pour l'impôt sur les sociétés. Par ailleurs, des estimations récentes montrent que la fraude et l'évasion fiscales représentent pour les gouvernements de l'Union européenne un manque à gagner significatif en raison des recettes non perçues. La perte de recettes augmente les niveaux du déficit et de la dette des différents États membres. In the German version of the motion and, I suspect, in many other language versions, the actual aim of this paragraph is not nearly as clear as it should be.

I cannot support Motion No. 9 or its short form version, Motion No. 10. It would in effect require the director or the commissioner, as proposed in the new Bill C-20, to take a reviewable matter to the competition tribunal in situations where there was a complaint by just one person, without any opportunity to investigate the basis of the complaint or consider its merits.
Je ne puis appuyer la motion no 9, ni la motion no 10 qui en est une version abrégée. Ces motions auraient pour effet d'obliger le directeur ou le commissaire, conformément au projet de loi C-20, à soumettre les comportements susceptibles d'examen au tribunal de la concurrence dans les cas où une plainte serait déposée par une seule personne, sans qu'il soit possible d'examiner les bases de la plainte ou son bien-fondé.
